Rapid Prototyping (Contract No. N0017823D4400 & N0017823D4401)
1. Whether contract was competitively procured, and if not, rationale for sole-source award?
This requirement was competed as a Small Business Set-Aside negotiated under 10 U.S.C. 3203(b) Exclusion of particular source or restriction of solicitation to small business concerns.
2. What is the pricing structure for this procurement?
$46,053,000 for Cost-Plus-Fixed-Fee CLIN and $52,990,000 for Firm-Fixed-Price CLIN for a total value of $99,043,000.
3. The company awarded the contract, major subcontractors (if contracting activity deems appropriate) and where work will be performed?
A Multiple Award IDIQ is being awarded to Hart Technologies, 7060 Infantry Ridge Road, Manassas, Virginia 20109 and JF Taylor, 21610 South Essex Drive, Lexington Park, Maryland 20653. No Sub-contractors were proposed.
4. The ships, weapons, systems, equipment or service being procured?
Recent support activities applicable to this requirement include the Battle Management Systems (BMS), Assault Amphibious Vehicle (AAV) projects, manned and unmanned platform integration and robotic systems, weapon control systems development, and all future states of these programs and technologies.
5. The mission or purpose of the ships, weapons, systems, equipment or services being procured?
The primary focus of this contract will be to delivery of tactical systems to the warfighter. The purpose of this requirement is to provide prototype development, hardware fabrication, hardware and software for hardware prototype or prototype production units and kits, and project management. Specifically, this requirement will provide engineering design, development, and testing. Additionally, this requirement will provide drawing development, bill of material development, fabrication, design analysis, and manufacturability analysis.
6. Any controversial issues surrounding the procurement (e.g., congressional interest, cost overruns, schedule slippages, planned product improvements etc.).
