About this file

This file is a Questions and Answers document for a Commercial Solutions Opening (CSO) procurement for Next Generation Underwater Breathing Apparatus (Opening Number: N61331-25-S-NQ17) issued by the U.S. Navy for EOD (Explosive Ordnance Disposal) applications.

The document clarifies three key points regarding Phase 1 submission requirements and procurement scope. First, Phase 1 pitches do not require formal submission of schedules, ROM (Rough Order of Magnitude) pricing, or data rights assertions, though companies must demonstrate capability in these areas. Second, the government indicated no plans to extend the RFI deadline at the time of response, with instructions to monitor announcements for any potential extensions. Third, the procurement clarifies that N61331-25-S-NQ17 is a separate requirement distinct from two other Commercial UBA Sources Sought notices (N61331-25-SN-Q09 from November 2024 and N61331-25-SN-Q44 from July 2025). The N61331-25-S-NQ17 CSO represents the next phase in the NextGen procurement process and may lead to procurement of a new EOD UBA system for the Navy.

QUESTIONS AND ANSWERS

Commercial Solutions Opening (CSO) for

Next Generation Underwater Breathing Apparatus (Opening Number: N61331-25-S-NQ17)

Question #1

Q: Can you confirm that the required Phase 1 pitch does NOT require schedule, ROM Pricing, and data right assertions?

A: Correct. The company presenting the solution must demonstrate having the ability to fulfill these elements, but are not required to formally submit a response to these requirements during Phase 1.

Question #2

Q: Is it possible to get a few days extension on the RFI deadline?

A: At this time, the government does not plan to extend, but please keep monitoring the announcement for extensions, if any.

Question #3

Q: We’ve only just seen this request come through which appears to be for US Navy EOD but uses the same reference number as the US Marine Corps Sources Sought?

For reference we are also aware of other Commercial UBA Sources Sought reference (N61331-25-SN-Q09) from NOV 24, lead poc Brandon D Hayes and reference (N61331-25-SN-Q44) from JUL 25, lead poc Sarah Pearce. We just wanted to double check as we understood these are two separate requirements for separate customers within the US DOW. Any clarification on how these notices/procurements are related or not would be much appreciated.

A: To address your question regarding the relationship between notices N61331-26- S-NQ17, N61331-25-SN-Q09, and N61331-25-SN-Q44, please be aware that this are three separate requirements. Specifically, N61331-26-S-NQ17 is associated with the NextGen Commercial Solutions Opening (CSO) and it represents the next phase in this procurement process. The Phase I brief is a required submission for the CSO process which may lead to the procurement of a new EOD UBA system.
