About this file
The document provided is a set of Questions and Answers related to a federal solicitation for Tail Maintenance Stands for the KC-135 aircraft at Grissom ARB, Indiana.
The key details are: This is a new product requirement, with no incumbent. The government has not provided drawings or photos of the required stand, but has documented the requirements in an attached specification. Vendors will be evaluated first on their ability to provide an existing product that meets the requirements, and if not, will need to account for developing design data and timelines in their proposals. Preferred features include a powered jacking system, with the rails painted safety yellow. The stand is required to be fully enclosed for nose-in docking, but does not need to be secured to the hangar floor. Vendors are instructed to submit product specifications, bill of materials, literature, warranty, a self-certification statement, and a price quote with separate line items for each Contract Line Item Number (CLIN). Proposals are due by 19 April 2024 and must be submitted via email to the Contracting Officer.

KC-135 Tail Maintenance Stands Solicitation FA465423R0003 9 February 2024 Questions and Answers
Q./ Is there an incumbent on this project?
And Q./ Based on Evaluation factor #1 the government has a stand that includes all the features and dimensions that are needed, can that information be provided to prevent the need for design reviews and surveys?
A./ No, this is a new product requirement.
Q./ Can you please provide photos of the current stand in use and/or drawings for the above solicitation?
A./ There is not a current stand in use and no drawings have been created for this item. The end user/ customer has documented their requirements in the specification that is attached to the solicitation, with the filename FA465423R0003 Salient Characteristics.pdf.
Q./ If said information is not provided how will the vendor know they are providing what Grissom AFB needs?
A./ As indicated in the evaluation factors, the preference is first for a vendor that already has an existing product. If the need arises to evaluate vendors that need to develop design data, that vendor needs to account for that in their proposal and identify the timelines they would need and data required to develop a design and go into production. This effort should then be accounted for in their cost development.
Q./ Should the stand include utilities (air and electricity) or lighting?
A./ Air and electricity options would be evaluated as additional options, and need to be itemized out as separate line items, if there is additional cost. All options would then be evaluated separately and part of the overall product.
Q./ Is a manual or powered jacking system preferred?
A./ Powered jacking system is preferred.
Q./ Should the stand be painted?
A./ Only the rails will be required to be painted safety yellow to match other stands.
Q./ Is this dock for nose in operation or tail in?
A./ Dock is nose in and fully enclosed.
Q./ Can the tail stand be secured to the ground or hangar after being positioned using casters?
A./ The hangar does not have any pre-existing mechanism to secure the tail stand.
