About this file
This document contains questions and answers related to a contract opportunity for Douglas County Polygraph Examination Services in Oregon. The contract is specific to post-conviction testing and the agency is seeking polygraphers with post-conviction experience. The contract allows for other types of testing, but the agency will only be paying for the specific test types listed. The contract does not allow for pre-trial testing for attorneys to be considered as a qualified reference. The agency has a $50 no-show fee that is negotiable, and the automobile liability insurance requirement can be waived if no business is conducted on Douglas County property. The network security and privacy liability insurance requirement has been removed after further consideration.
The pricing terms, set asides, and funding details are not explicitly stated in the document. However, the document indicates that the agency is open to negotiation on certain contract terms, such as the no-show fee.

QUESTIONS AND ANSWERS
Q1: Is there anything barring the Agency and Contractor from scheduling exams for other populations of offenders if they have special condition as part of their supervision (i.e. domestic violence cases, non-drug court cases, etc.)?
A1: There is nothing barring us from having a client be polygraphed for one of the other reasons listed, however, the Agency is only paying and contracting for the test types listed. The other types would need to be client self-pay.
Q2: This contract is specific to post-conviction testing. I have done pre-trial testing for attorneys, would the attorneys be considered a qualified reference for this RFQ?
A2: Not necessarily. Issue specific and drug court testing maybe, but not SO exams. They are pretty comprehensive. We are looking for polygraphers with post-conviction experience.
Q3: One of my contracted agencies for maintenance and full disclosure testing has stated they are not allowed to provide professional references. Has this been an issue for Proposers in the past? If so, is there a recommended resolution or alternative for those agencies to provide the information you need?
A3: Generally we ask about the quality of the services (provided services in a timely manner, happy with the services provided, etc.) We haven’t run into this in the past but would genera questions to this reference be acceptable to them?
Q4: Was the $50 no-show fee previously negotiated with contractors or was it arbitrarily assigned? Is this something that can be negotiated?
A4: The Agency landed on this figure as a fair value but it is an area for negotiation.
Q5: have my own office in Roseburg, where the exams for Douglas County will be conducted. Is the automobile liability insurance still required if I am not conducting exams at the Douglas County properties?
A5: If there will be no business conducted or business meetings being conducted at the Douglas County property this can be waived.
Q6: Network Security and Privacy Liability insurance, is this a requirement for all contractors?
A6: After further consideration, this insurance requirement will be removed.
