About this file
This document is a set of Questions and Answers (Q&A) related to a federal contract opportunity for a C-5 Aileron Dolly Fleet. The key details are:
The contract opportunity has no specified size limitations for the new dolly design, but it should be similar in size to the current design. The current dolly is maneuvered at a maximum speed of 10 mph and uses a hydrogen peroxide-based chemical for the de-paint process. The finish for the new dollies will be primer and topcoat per military specifications, rather than powder coating. A cable braking system for all four wheels would be acceptable, but is not required.
The related federal contract opportunity is a Request for Quotation (RFQ) under Solicitation No. FA857124Q00830001 for the Department of the Air Force Materiel Command Air Force Sustainment Center. The requirement is a 100% Small Business Set Aside to provide 10 new C-5 Aileron Dollies in accordance with the attached Product Description dated 17 April 2024. Quotations are due by 3:30pm on 15 August 2024.

Q &A C-5 Aileron Dolly Fleet
1. Are there size limita ons to the new design?
There is no specified size limita on, but we want the new design to be of a similar size to the current design. It doesn’t have to be exact, but the dolly should have a slightly larger footprint than the Aileron.
2. What chemicals are used during the de-paint process?
We use a hydrogen peroxide based de-paint chemical. I am s ll trying to find out which specific solu on is used.
3. How is the Aileron maneuvered around the base? (Tow speed, etc.)
Max tow speed is 10mph.
4. What is the paint spec for the new Aileron Dollies? Can they be powder coated?
Finish with primer, IAW MIL-P-23377, and topcoat, IAW MIL-C-85285, FED-STD-595, Color 24052.
For this acquisi on we will move forward with the standard paint-spec instead of powder coat.
5. Would a cable braking system be acceptable? (1 lever for all four wheels)
This is perfectly acceptable; however, it is not a requirement.
