Question 2:

INL has included specific time periods for the implementation of each Activity. Will INL accept adjustments to these time periods if well justified by the proposal?

INL Response:

The objectives of the project are not to be modified. In rare occasions, the activities, deliverables, and timeframes may be slightly modified if completely necessary provided that they remain in line with the accomplishment of the project’s objectives and goals and are well justified in the proposal.

Question 3:

INL has included specific project deliverables. Will INL accept adjustments to these deliverables if well justified by the proposal?

INL Response:

The objectives of the project are not to be modified. In rare occasions, the activities, deliverables, and timeframes may be slightly modified if completely necessary provided that they remain in line with the accomplishment of the project’s objectives and goals and are well justified in the proposal.

Question 4:

While the Project Overview, Vision and Goal refer to the project providing services for “health, social care, and criminal justice practitioners” and “employees across the juvenile justice system,” Activities 2.2, 3.2, 3.3, and 3.4 refer specifically to CONAPINA. Please clarify the expected scope of the project in terms of institutions that INL expects to be included in the project in terms of receiving mental health awareness and training programs (in addition to CONAPINA).

INL Response:

The target of the project are those professionals involved with the Youth in Conflict with the Law (YICL), especially CONAPINA employees at the reinsertion centers, temporary detention centers and probation department offices. However, at these centers there is limited personnel from the Ministry of Health and/or Ministry of Education who are also expected to be included in the sessions/trainings.

In addition, INL expects for employees from the juvenile justice system to be included to the extent possible. This consists of the juvenile judges across the country and their multidisciplinary teams, usually composed by a psychologist, a social worker, and an educator.

Question 5:

On page 6, Activity 2.3 refers to a target of reaching 80 percent of juvenile justice practitioners. Please confirm the overall universe expected to be included as “juvenile justice practitioners,” i.e. does this refer to the “more than 500 staff and practitioners” mentioned in the Overview (p. 4); does this include all types of staff within the CIS, resguardos, and probation department officers (for example, health care personnel, educators from the Ministry of Education, security guards) or is it limited to staff employed directly by CONAPINA? If the overall universe does not correspond to the 500 staff and practitioners mentioned, can INL please identify the types of staff and names of institutions INL expects to be included, to appropriately calculate the overall target?

INL Response:

The target of the project are those professionals involved with the Youth in Conflict with the Law (YICL), especially CONAPINA employees at the reinsertion centers, temporary detention centers and probation department offices. However, at these centers there is also limited personnel from the Ministry of Health and/or Ministry of Education. Through this project, INL expects for at least 80 percent of the staff at the mentioned CONAPINA centers to receive mental health attention.

Additionally, INL desires to include employees from the juvenile justice system to the extent possible. This consists of the juvenile judges across the country and their multidisciplinary teams, usually composed by a psychologist, a social worker, and an educator.

Question 6:

Where are the four CONAPINA spaces located?

INL Response:

The spaces’ locations shall be determined in coordination with CONAPINA’s leadership, INL and the grantee.

Question 7:

What are INL's expectations in regard to equipment and furniture?

INL Response:

The exact equipment and furniture shall be determined in conjunction with CONAPINA’s leadership, INL and the grantee. However, it is expected for the equipment and furniture to support a healing, free and open atmosphere for employees to go when they feel overwhelmed or anxious and where they can receive mental health sessions.

Question 8:

How large is the target population for training and mentoring and how is it distributed across institutions and places? What profiles from which institutions and in which quantities?

The exact quantities shall be determined by the grantee.

Question 9:
