Questions and Answers for Freely Associated States Prosecutorial Development (FASPro) Project

DFOP0014014

Question 1:

Does INL have a plug figure or cost ceiling in mind for the computers, case management systems, and relevant library services to be provided to prosecutors’ offices?

INL Response:

No. Applicants should provide a contextually-appropriate budget that meets needs of the program being proposed for each country’s prosecutors’ office, including equipment/capability provision (e.g., computers, case management systems, and relevant library services), if any.

Question 2:

Does Objective 3 contemplate support for legal professionals other than prosecutors, such as public defenders, private defense and legal aid attorneys, judges and investigators?

INL Response:

Yes.

Question 3:

Under Activity 3.3, do the FAS legal institutions subject to twinning extend beyond prosecutors’ offices, to include public defenders’ offices, legal aid offices, courts, etc.?

INL Response:

It depends on the applicant’s proposed program. INL is open to considering a compelling case for twinning arrangements beyond prosecutors’ offices (e.g., public defenders’ offices, legal aid offices, courts, etc.) if it’s technically and financially feasible for the program.

Question 4:

Appendix C (Budget and Budget Narrative) states under Consultant Fees and Contracts, that "fees and honorarium should not exceed $720/day per person, effective January 1, 2023."

Given that the current Senior Executive Service (SES) rate for 2024 issued by the U.S. Office of Personnel Management is $784.62/day, would INL consider raising the rate to this level?

INL Response:

Yes, this rate is authorized. Per the Office of Personnel Management (OPM) salary table No.

2024-ES, the new salary cap for federal agencies is now $204,000, which equates to a maximum daily rate of $784.62.
