About this file
This document appears to be a set of Recent Q&As related to the V-22 PropRotor Gearbox (PRGB) Input Quill Assemblies (IQA) Automated Test System federal contract opportunity. Key details include:
The contract opportunity is for an Automated Test System for V-22 PRGB Input Quill Assemblies. The solicitation is amendment 0001 to ID N6852024R0041, posted by the Department of the Navy Naval Air Systems Command. The Q&As provide details on the existing electrical infrastructure, including the capacity of the 750 kVA transformer and 1000A switchboard, and that larger cables may be used to connect them. The government clarified that relevant past experience for the gearbox test stand does not need to meet the specific torque and rpm requirements, but should reflect similar gearbox testing projects. The government also stated that jet engine test cells using open-loop hydraulic or air dynamometers would not be considered relevant experience.

12 September 2024 IQA Test Stand Recent Q&A’s
1. Per 3.6.2.1, can a detailed list be provided including quantity and load requirements of the “existing circuits” that must be included in the new Square D QED-2 Switchboard?
· See drawing attachment 11. The 600A breaker’s model number is MA3660 with a magnetic trip range of 3000A to 6000A. The 300A breaker model number is LA36300 with a magnetic trip range of 1500A to 3000A. The 60A breaker model number is FC34060. Historical PEAK Amperage demand for that transformer has been 254A. With existing utilities there is approximately 650A @ 480V excess power available for use.
1. Per 3.6.2.1, is it acceptable to use larger MCM cables for the potential replacement of the 750 kVA XFMR-to-Switchboard cables?
· Yes. Currently each phase has (3) 350MCM cables that are ran thorough a 5’’conduit. New conduits will need to be ran to facilitate larger cables.
1. Per 3.6.2.1, are details (at least the part number) available of the 350 MCM lugs that connect to both the 750 kVA XFMR and existing Square D 1000A Switchboard?
· Not at this time but ultimately the contractor would be responsible for connection points.
1. Per 3.6.3, is there a drawing available showing the elevations of the building?
· Not available at this time.
1. We would like clarification whether there is a requirement that the past experience must meet the V-22 torque and/or rpm specification in order to be considered relevant.
· Relevant experience does not have to meet the torque and/or rpm specification to be relevant; however, relevant experience should reflect similar gearbox testing projects that have torque and/or rpm specifications that are at least similar in scope or power.
1. Does a gearbox test stand (test stand with high torque and high rpm gear box) that tests jet engines meet the requirements for a relevant past experience?
· Jet engine test cells that utilize open-loop hydraulic or air dynometers would not be considered relevant past experience. Turbofan engine test is not relevant to gearbox testing. Testing a turboshaft gear-reduction gearbox to specific speeds/loads would be relevant.
