Q & A Solicitation 19NL8022Q0061: Cellular Services
Question 1 Can you provide the historical call profile data?
Answer to #1:
The data is based on prior usage and is not in any way an indication of future data usage.
Please refer to the below information.
Data usage
October 1, 2021 – October 1, 2022
The primary usage for all subscribers is in the Netherlands and the EU.
United States: 137 subscribers for a combined total of 40 weeks.
For rest of the world, 8 subscribers for a combined total of 24 weeks.
Question 2 The requirement to separate the technical and pricing offer is not mentioned on Section 3, “summary of instructions”, will there a modification to include this requirement?
Answer to #2:
The solicitation is modified under Section 3 A.1.1. to submit proposals as two separate envelopes The first envelope containing the technical offer and second envelope the pricing offer.
Question 3 What is the definition of USA and European Union under this solicitation? Does this include the
U.S. territories?
Answer to #3:
United States: The 50 States and the District of Columbia.
European Union: The 27 member states. (Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.)
Question 4 Is the maximum order of €190,000.00 cumulative for the entire contract including all options or to the specific year of performance?
Answer to #4:
The 190k is the max for each specific year and not cumulative for the entire contract life.
Question 5 For CLIN 3 and 5, are these additional services or part of the default rate plan?
Answer to #5:
Please refer to the pricing schedule of the Base Year and Option Years where the Default Rate Plan and Expanded EU Plan and Extended Plans are cleared marked.
CLINS 3 and are not part of the default rate plan.
Question 6 This one is the same as bundle 13. You told us that this should be a ‘Rest of the World’ bundle, correct? Should it be a bundle of 5GB or 10GB? I just want to be sure.
Answer to #6:
CLIN 15 for the Base Year and all Option years has inadvertently been marked as “…within the
United States of America” instead of “Rest of the World”. This solicitation is modified to correct the error. The data bundle remains 10GB as per the solicitation requirements.
Question 7 Data only service 10GB, are the subscriptions only for use in NL/EU? (The Netherlands or European Union)
Answer to #7:
Please refer to Section 1, paragraph III Pricing for details on areas covered by the data only plans.
Question 8 It appears there are some open questions when it comes to “Temporary Services Requests” and
“roaming” throughout rest of the world countries indicated. Majority of the plans with pooled voice, data & SMS do not include temporary services and are incompatible.)
Answer to #8:
The pooled data requirement (CLIN 11 on Base and option years of the pricing schedule) for temporary services outside the EU will be dropped since the 1GB increment already gives us a solution to bigger data users. The solicitation is hereby modified accordingly.
Question 9 Is there a general usage requirement for Temporary Services Requests? Do we know how many users & needs & which countries?
Answer to #9:
Please refer to answer to question 1. (Profile call data)
We only have data from what has been done in the past. With the COVID restrictions just behind us, our data from last year may not be a good indication for what will happen in the coming years. At the same time, we cannot predict our future travel requirements. What we do know from previous years is that most of our non-EU usage will be in the U.S. (more than 90% of all non-EU travel in the last 12 months)
Question 10 Do we have a general usage indication of Unlimited requests for Rest of the World indication or locations and are we open to “Pay Per Minute” in these scenarios?
Answer to #10:
Please refer to answer to question 1. (Profile call data).
With regards to the question of “Pay Per Minute”, please refer to the Performance Work
Statement paragraph 2 -Invoicing.
Question 11 10GB can realistically be a high amount of data needed per user based on some of the zones indicated. Are there options to accept lower data amounts based on usage requirements or certain locations?
Answer to #11:
Please refer to the pricing schedule of the Base Year and Option Years. The requirement is for
10GB
