About this file
This document is a Questions and Answers (Q&A) summary regarding the Notice of Funding Opportunity (NOFO) for the Caribbean United for Women's Economic Empowerment (CUWEE) project, which is being administered by the United States Department of State's Bureau of Western Hemisphere Affairs (WHA).
The CUWEE project aims to address systemic barriers and socio-cultural attitudes that challenge gender equity and equality in the Caribbean economy, and to build the economic resilience and skills capacity of women and adolescent girls aged 16 and older. The project will be funded through a cooperative agreement, with a total anticipated award not to exceed $1,973,359 in FY 2023 Gender Equity and Equality Action (GEEA) Economic Support Funds (ESF) for a project period of up to three years. The Q&A provides clarification on the specific challenges the project aims to address, the evaluation criteria for proposals, the training curriculum development and delivery, and the lack of upcoming information sessions or webinars. The federal grant program under which this opportunity is assigned is the Bureau of Western Hemisphere Affairs (WHA) Grant Programs.

NOFO SFOP0010296
Caribbean United for Women’s Economic Empowerment (CUWEE)
Questions and Answers April 3, 2024
Question 1: Could you please provide further details on the specific systemic barriers and socio-cultural attitudes that the CUWEE project aims to address in the Caribbean region?
Understanding these challenges will help me tailor my approach to effectively support local civil society organizations (CSOs) in overcoming them?
Response 1: As stated on page 5 of the NOFO, the project should include plans to first identify problematic country-specific and/or regional systemic barriers and socio-cultural attitudes, and then work with local civil society organizations (CSO)s to address those barriers.
Question 2: What criteria will be used to evaluate proposals submitted for the CUWEE project?
Are there any specific priorities or preferences that potential applicants should consider when developing their proposals?
Response 2: The specific evaluation criteria are stated on pages 25-27 of the NOFO. Please see section E1. Proposal Review Criteria (starting on page 25) for more information on the evaluation criteria. The Department of State is committed to ensuring a competitive and standardized process for awarding funding, and there are no specific priorities or preferences in section A.7 Key Considerations (page 8) of the NOFO to list here.
Question 3: How will the training curriculum for local CSOs be developed and delivered as part of the CUWEE project? Will there be opportunities for collaboration and input from external stakeholders, including potential implementing partners?
Response 3: The training curriculum that will be part of Activity 1 for Project objective 3 (see page 7 of the NOFO) will be developed and delivered by the grantee, but WHA will have substantial involvement via collaborating with the grantee in the creation of any training materials (per section A.8 Substantial Involvement on page 9 of the NOFO).
Question 4: Are there any upcoming information sessions or webinars where interested organizations can learn more about the CUWEE project and engage directly with WHA staff to ask questions?
Response 4: No, there are no upcoming information sessions or webinars for this NOFO.
