About this file

The document is a Request for Qualifications (RFQ) issued by the Massachusetts Broadband Institute (MBI) on behalf of the Massachusetts Technology Collaborative for Broadband Planning Consulting and Legal Services (RFQ No. 2021-MBI-03). The RFQ seeks responses from qualified consultants, contractors, and legal firms with experience in advising owners of communications networks in areas such as broadband network planning, engineering, management, and legal services. The RFQ includes questions and answers related to the scope of services, network performance requirements, and information sharing with the existing network operator.

The contract opportunity involves providing planning consulting and legal services to support MBI's middle mile broadband network. MBI may reassess the network performance requirements during the planning process. The contract will be awarded to one or more qualified respondents, but there is no information provided on the contract term or renewal options.

Request for Qualifications for Broadband Planning Consulting and Legal Services

(RFQ No. 2021-MBI-03)

Respondents’ Questions

Deadline to Submit Questions: May 26, 2021

Question Answers

1. I am the owner of a Service-Disabled Veteran Owned law firm and separately I own an engineering consulting firm that can also assist with the current project. Can I submit one response to include both my law practice and engineering consulting-firm or should I submit two separate responses to highlight the law practice and the engineering firm?

Response: You will need to submit a separate response for each business entity.

2. Other than transport speed, have any other performance parameters for target applications been established, such as transport latency, network availability, or reliability? Has a requirement been established for aggregate network capacity?

Response: There is a service level agreement and key performance indicators that are incorporated into the existing network operator agreement that includes many of the performance parameters identified in the question. MBI may elect to reassess the network performance requirements during the planning process.

3. Will the network operator be open to interviews and discussions regarding the CAD files, databases, analysis, etc.?

Response: MBI will work directly with the existing network operator to obtain all necessary information to support the middle mile planning process
