About this file
This is a Bidders Questions & Answers document for RFP #250000002585 issued by the State of Michigan for an Archaeological Inventory (Heritage) Survey of areas within the Huron-Manistee National Forest (HMNF) for the Michigan Forest Resource Division. The scope of work requires consultants to conduct a complete pre-field Class I archaeological research, including archival and informant data searches, geomorphological analysis, and field surveys across designated probability areas. Consultants must identify previously recorded cultural resources, conduct shovel testing in moderate probability areas using their professional judgment, and excavate high probability areas as designated by the HMNF. The contract includes strict timeline requirements: all field work must be completed by November 15, 2025; draft reports submitted by December 15, 2025; and final reports with revisions submitted by January 15, 2026. The HMNF will provide shapefiles of work areas and access to digitized and hard-copy cultural resource records upon contract award, though records are not currently centralized in a digital database across all five regional offices (Cadillac, Wellston, Baldwin, Mio, and Oscoda).
The document clarifies that the HMNF has not completed a comprehensive pre-field inventory, placing full responsibility on the consultant to conduct Class I research at HMNF offices and the State Historic Preservation Office (SHPO) archives, verify all previously identified sites, and identify methodological requirements including metal detection and soil coring as necessary. The contract timeline cannot be extended regardless of ARPA permit receipt dates, though the state indicated willingness to consider extending the proposal deadline. The consultant is expected to provide professional expertise in designating testing areas for moderate probability zones and conducting geo-archaeological research to identify coastal landforms and other relevant cultural landscape features. An example of the Forest Service cultural resource record form R9-2300-8 (Version 2021-2) will be provided to bidders prior to submission.
