Questions and Answers for Advancing Anti-Corruption in Peru
OFOP0001528
Date: August 12, 2024
Question 1:
On page 3 of the SOI instructions, it states: “Applicants should budget for office space in Lima, Peru, salaries, training/workshops, and public advocacy campaigns.”
o Is the applicant permitted to operate in an office outside of Peru, if the applicant partners with local organizations based in Lima, Peru?
INL Response:
Yes.
Question 2:
On page 3 of the SOI instructions, it states: “Applicants should budget for office space in Lima, Peru, salaries, training/workshops, and public advocacy campaigns.”
o Can the applicant budget for office space in Lima, Peru, salaries, training/workshops, and public advocacy campaigns through its local partners?
INL Response:
Yes.
Question 3:
The objective of the program is:
"Strengthen the capacity of civil society organizations in Peru to identify, analyze, expose, and fight corruption and impunity. Developing the capacity of civil society to hold government institutions accountable".
In this regard, we would appreciate clarification as to whether the requesting organization should be the organization that improves its capacities with this project, in cases where its institutional purpose is the fight against corruption. Or the project should be executed on another civil society organization, and impact it.
We are open to all project proposal ideas that address this objective.
Question 4:
Also, should the civil society organization that will be impacted have minimum eligible characteristics, such as: years since its foundation, specific types of activity?
No. Please refer to section G. APPLICATION REVIEW INFORMATION.
Question 5:
Is the timeline to be recorded in the expression of interest part of the 3 pages indicated as the limit? Also, should this timeline have a specific format (table, narrative or other in particular)?
INL Response:
Yes, the statement of interest is limited to a total of 3 pages. There is no specific format for the timeline. Please refer to pages 5-6 for the proposal submission requirements.
Question 6:
In the case of a consortium application, should both applicants have a SAM code? Or can this requirement be covered by the lead applicant, while the associated applicants are in the process of generating their SAM code?
INL Response:
It is mandatory for all prime applicants to obtain a Unique Entity Identifier (UEI) and to register in the System for Award Management (SAM.gov). It is also mandatory for all subrecipients to obtain a UEI. A recipient may not make a subaward to a subrecipient unless that subrecipient has obtained and provided to the recipient a UEI. A subrecipient is not required to be registered in SAM.gov. At this stage, it is recommended for applicants to submit separate applications, but indicate that they would also like to work with other organizations.
Question 7 (added on August 20, 2024):
Grants.gov requires a mandatory budget narrative form. This is not listed as a required document under the SOI instructions. How should I proceed with submitting the application?
The Budget Narrative Form is a Grants.gov generated document. As indicated in the SOI, only a basic budget needs to be provided and is part of the three-page SOI. As such, an additional budget document is not needed. However, to satisfy the Grants.gov requirement, you can reference the SOI application.
If you need further assistance on how to do so, please reach out directly to Grants.gov.
