DOT-RFP-24-4010-CO

Q&A No. 1

FLORIDA DEPARTMENT OF TRANSPORTATION

Question and Answer No. 1

RE: RFP #: DOT-RFP-24-4010-CO

RFP TITLE: DISTRICT WIDE TITLE SEARCH AND EXAMINATION SERVICES FLORIDA DEPARTMENT OF

TRANSPORTATION – DISTRICT FOUR

OPENING DATE: 1/24/2024

Notice is hereby given of the following answers to questions listed below:

1. Question and Answer No. 1

Questions Answers

1. My firm is a very small firm of two Attorneys, does that put us at an extreme disadvantage?

Not necessarily. Having good resources and vendors will likely be important though for items such as examining records that need to be done at the county facility (particularly older documents). It is also useful to have a surveyor on staff or consulting for plotting legals of various documents.

2. Do you have an idea of the volume of reports the department is expecting from a vendor per week/month?

The volume varies as projects move through the pipeline. Some months may see a dozen requests for title reports where others require several dozen at a time.

3. I see that the proposal is asking for proof of 10 years experience, is this non-negotiable?

I currently have 6 years and my associate has 3 years of experience

The Proposer shall be required to furnish proof that the Proposing firm and/or the Project Manager have had at least ten (10) years’ experience in providing Title Search Services.

4. The "Bid Opportunity List" is asking for a list of all subcontractors contacting us and expressing an interest in teaming with us. How would subcontractors know to call us?

The Firm/Vendor must identify and contact the necessary subcontractors for the contract.

5. The prior relevant experience and qualifications section “a” states 10 years’ experience in providing title search services for the Proposing firm and/or Project Manager. Are we able to combine years’ experience of the propose and Project Manager? For instance, I have an Of Counsel attorney that I work with on cases and files. They have more years’ experience in title than I do, so if we could combine our experience then we would meet the requirement.

No, the Proposer shall be required to furnish proof that the Proposing firm and/or the Project Manager have had at least ten (10) years’ experience in providing Title Search Services.
