About this file
This is a Bidder Questions & Answers document for RFP No. 2600000001532 issued by the Michigan Department of Treasury for marketing and advertising services for the Michigan Education Trust (MET) and Michigan Achieving a Better Life Experience (MiABLE) Accounts programs. The RFP seeks a marketing and advertising services partner to develop and execute campaigns promoting both programs. The State tracks success through new accounts opened, monthly dollars deposited, impressions, clicks, and ad performance metrics. The anticipated contract start date is October 1, 2026, with a three-month transition period beginning October 3, 2026. The original proposal due date was extended to May 12, 2026, at 3:00 p.m. EST in response to late posting of the questions and answers document. The contract will be awarded to the responsive and responsible bidder offering the best value to the State based on meeting minimum point thresholds and the combination of factors outlined in the RFP's Evaluation Process section.
Pricing must be submitted according to Schedule B - Pricing with firm pricing for the entire contract length, and no pre-billing or advanced payments are permitted; all invoices must document completed work only, with detailed monthly invoices including expenditures and time designated by staff member and position. The State requires proof of purchase or invoices from third-party vendors prior to reimbursement, with program area invoice approval typically occurring within five business days. The current contract with the incumbent partner became effective April 8, 2021 (Master Agreement No. 210000000195). Key challenges identified include marketing to audiences to drive action within limited budgets for MET and addressing historical hesitancy in adoption and utilization of MiABLE among individuals with disabilities and their caregivers due to limited market research and the program's relative newness. The State may request market or audience research periodically but does not expect research before every campaign, relying on vendor expertise alongside internal input from the Program Manager.

Research is not expected before every campaign as vendor expertise is relied upon. Periodically market/audience research may be requested and will be determined at a later date with the contractor.
Schedule B - Pricing
Regarding the Media Placement Agency Fee (Commission Percentage), can the agency provide a range of commission percentages for each budget tier? Yes, all commissions must match Schedule B – Pricing within the contract.
