About this file

This is a Questions and Answers memorandum issued by the New York State Office for People With Developmental Disabilities (OPWDD) Contract Management Unit in response to inquiries regarding RFQ FL 091726 for the 2026 Boiler #1 Retube Project at Finger Lakes Developmental Disabilities State Operations Office in Rochester, New York. The project involves the removal and disposal of old tubes from a Kewanee Boiler Model H3S-500-602 and the installation of 287 new tubes (165 measuring 2" OD x 12' 6-11/16" and 122 measuring 2" OD x 14' 6-7/8"), along with rolling, beading, welding, hydro testing at 125 psi, acid washing, and verification of proper boiler operation. A mandatory site visit occurred on September 3, 2026, with quotes due September 17, 2026. Work must be completed within 60 working days of contract approval during facility operating hours (7:00 a.m. to 3:30 p.m., Monday through Friday).

Key clarifications addressed in the Q&A memo establish that contractors are responsible for unloading delivered tubes, disposing of scrap tubes, and providing dumpsters. The facility will not provide a forklift. OPWDD staff will operate the boiler for the acid wash procedure and start-up testing; a boiler technician is not required from the contractor. The contractor must be present during start-up and testing to verify the newly installed tubes are leak-free. Issues discovered during hydro testing that fall outside the retube scope—such as leaking valves, sight glasses, or deficient waterside connections—remain OPWDD's responsibility, though OPWDD may contract the on-site contractor for such repairs and invoice separately. The cost proposal must include all labor, materials, disposal fees, and site cleanup, with quotes valid for 120 days from the due date.

Re: Official response to questions asked regarding RFQ FL 091726, 2026 Boiler #1 Retube Project for Finger Lakes DDSOO

Questions and Answers:

Below is a compilation of the questions received for this RFQ. Questions that were repeated, or of a recurring nature, were consolidated. Thank you very much for your interest.

1. Will the facility provide a fork truck to unload new tubes when delivered to jobsite?

Answer: The Facility does not have a forklift. The contractor is responsible for unloading the new tubes when delivered to the jobsite.

2. Detailed spec item 4. Will we need to provide the dumpster for the removal of scrap tubes?

Answer: It is the Contractor’s responsibility to dispose of the scrap tubes.

3. Detailed spec 6. Perform hydro test for leaks. Our testing procedure for testing after retube is 90% of MAWP (150psi) to receive proper paperwork of repair, the Report of repair (R1). Is that the expiration of the quote request?

Answer: 125psi will be sufficient for the required testing.

4. Who is responsible for issues found during hydro that are outside the boundaries of the retube?

Example – leaking valves, sight glasses, or other deficient waterside connections found during testing.

Answer: OPWDD is responsible for issues found during hydro testing that are outside the boundaries of the retube scope of work. OPWDD may contract the on-site contractor to fix issues that arise outside the scope of work for the retube. If requested, such services would be invoiced separately.

5. Detailed spec item 8. Verify proper operation of completed boiler. Please define extent. Do we need to provide a boiler tech to perform start up and testing of limits and safeties? What if operational failures are found that are not connected to the retube? ie: safeties, limits or improper combustion found during testing?

Answer: A boiler tech is not required. OPWDD staff will operate the boiler. The contractor needs to be present during start up and testing to verify there are no leaks involving the newly installed tubes.

6. Will plant operator run boiler for “acid wash “ procedure, or do we need to provide boiler tech?

Answer: A boiler tech is not needed. OPWDD staff will operate the boiler.
