About this file
This document is a Q&A Memo related to an Invitation for Bids (IFB) issued by the New York State Office for People With Developmental Disabilities (OPWDD) Contract Management Unit for the Finger Lakes Developmental Disabilities Services Office (DDSOO) to procure medical services, specifically qualified physicians, to provide services at facilities in Livingston and Steuben Counties. The IFB seeks bids for a contract term from 2024-2029, with 16 hours per week of coverage available, which can be divided among multiple vendors in minimum increments of 4 hours per week. The bid opening will be conducted via WebEx, not in-person, and the due date is March 7, 2024, at 2:00 PM.
The IFB indicates that OPWDD will select the responsive and responsible bidder(s) that provide the lowest proposed hourly rate for the medical services. The procurement is not a set-aside, and there are no Minority-Owned, Women-Owned, Service-Disabled Veteran-Owned, or Disadvantaged-Owned subcontracting goals. However, OPWDD previously awarded an identical or substantially similar contract to Dr. Joseph A. Depra, Physician, PLLC.

Questions and Answers:
Below is a compilation of the questions received for this bid. Questions that were repeated, or of a recurring nature, were consolidated. Thank you very much for your interest.
1. Question: Can you please clarify if your current needs are one physician and one Physician assistant or is there more needs for this bid?
Answer: OPWDD is only seeking qualified Physicians for this procurement. As stated in section D. of the Qualifications & Scope of Work, OPWDD shall be providing a registered physicians assistant.
2. Question: What are the current rates for the physician and physician assistant currently placed at your facilities?
Answer: This procurement is in a restrictive period, such records will not be provided, and are exempt from FOIL.
3. Question: Should I submit my ideas for invoicing on a separate sheet from the cost proposal?
Answer: Any alterations to the cost proposal form shall result in your bid being disqualified.
4. Question: Does sending the cost proposal obligate me to the invoicing method listed or can that be negotiated before the actual contract is signed? (If I win the bid.)
Answer: You are required to invoice as stated in the IFB.
