About this file

This document is a request for proposal (RFP) from the State of Oregon's Department of Administrative Services (DAS) for a statewide homeowners survey. The successful contractor will be responsible for administering a web-based survey to a random sample of at least 800 Oregon homeowners, with equal representation between male and female respondents. The survey results must provide geographic coverage for the state of Oregon with a margin of error no greater than 3.5 percent at the 95 percent confidence level. The contract term is for 2 years, with four additional 2-year optional periods. Bidders may propose data collection methods that best meet the project objectives, such as online panel surveys. The total not-to-exceed contract value is $250,000 over the maximum 10-year term.

Regarding pricing, the contract is structured as a firm-fixed price. Bidders should provide pricing for the base 2-year contract term as well as the four optional 2-year periods. The previous iteration of this contract was awarded to Issues and Answers in 2023 for a single survey at a cost of $19,220. The agency is open to proposals that utilize a combination of data collection methods, as long as the geographic and age requirements are met.

1. Attachment A p. 17 and RFP pp. 7, 10

a. The solicitation documents reference different data collection modes for this project. Please clarify whether a specific mode or specific combination of modes (e.g., CATI, web, online panel) is required, or whether bidders may propose data collection mode(s) that best meet the project objectives. Prior surveys were conducted primarily by phone. Our most recent surveys have been conducted via online panel. The shift to online web panel was made to address cost increases with phone surveys while still retaining basic geographic and validity requirements for the survey. The agency is open to proposals for data collection methods that meet the project objectives and fulfill our need for geographic location and age requirements.

b. If an online/web panel is required, please clarify whether a panel recruited though a random probability sample or an opt-in non-probability panel is desired, as these types differ significantly in methods and cost. See above. I believe our previous surveys have been opt-in non-probability panels (not completely sure). We do need survey participants to fulfill geographic location and age requirements as well as basic validity of results.

2. Att A, SOW, p.17 The SOW p.17 states “…a minimum of 800 interviews via a web panel. This will be split equally between male and female respondents.” This is not a question?

3. To allow bidders to understand the survey methods used in previous iterations of the survey, can DAS SPS share any past reports or memos that explain survey methods used (e.g., sampling, data collection protocol, etc.)?

From the contractor responsibilities list from the previous survey:

1. Deploy a highly experienced, professional Project Team, thoroughly versed in public agency research.

2. Finalize the survey instrument (based on the CCB-provided questions,) its testing and CATI and web programming.

3. Procure and manage a geographically representative, random sample of Oregon homeowners age 18+.

4. Ensure that the sample size for each survey consists of at least 800 Oregon homeowners representing geographical coverage for the state of Oregon with a margin of error no greater than 3.5 percent at the 95 percent level of confidence.

5. Provide results from completion of a minimum of 800 interviews via a web panel. This will be split equally between male and female respondents by no later than June 15 (adjusted based upon mutual consent).

6. The data will be compared to the findings from previous years.

7. Provide ongoing quality control to ensure accuracy of the data and maximum response rates.

8. Provide delivery of survey progress reports and a full final report of results delivered no later than July 15 .

9. Provide consultation and technical support, as needed.

4. Attachment A Please clarify the contract type (e.g., firm-fixed price, time & materials, etc.). fixed firm price

5. RFP, p.5 Attachment E (Price Proposal Form), referenced in the RFP document, is missing. Can DAS SPS please share that with offerors? Refer to Addendum 1 posted to OregonBuys.

6. RFP, p.8

a. Please confirm that the bidders should provide pricing for the base contract term (2 years) as well as four additional 2-year optional periods (i.e., administration of 5 total surveys). yes

b. Please confirm that the total NTE contract value of $250,000 applies to EACH 2-year contract period.

No, the $250K is a total threshold. Each 2-year contract period is expected to be a much lower amount.

7. Att A, SOW, p.18 Regarding the preliminary schedule/timeline presented on p. 18:

a. The timeline shows project kickoff in March. Is it possible to begin the project earlier to allow for more total time in the project schedule (i.e., more than four months)? Yes, it’s possible

b. What date should bidders assume for contract start? Flexible - February 1 is fine. Also depends on the timeline for completing an executed contract with intended awardee.

c. Alternatively, is there flexibility in extending the deliverables due date past June 30? No

8. Att A, SOW, p.1. The SOW states that the homeowner survey was last conducted in 2023. Was the homeowner survey conducted prior to 2023? If so, how many times and in what years?

a. 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2021, 2023

9. Att A, SOW, p.1. Can DAS SPS share the incumbent for the previous iteration of this contract? The previous company was Issues and Answers

10. Att A, SOW, p.1. What was the contract term and associated contract value of the previous iteration of this contract? Agency conducted a special procurement in 2023 for one survey. Total was $19,220.

11. In 2.3.1, the RFP specifies a telephone survey. Also in 3.3.2. In 2.4, it specifies 800 surveys from random sample online surveys. In Attachment A 1.1 it specifies a web panel. First of all, this is a confusing mixed message. If only one method is desired, which one is it? Second of all, we would recommend a combination of more than one of those options. Are you open to that? What was done in the past? Until 2021, a telephone survey was conducted. The agency switched to an online survey in 2021 and it has been conducted online since that time. We do not want a telephone survey, only an online survey.

12. Who is the incumbent, and can you share the previous report? The previous company was Issues and Answers Database of property owners -

13. a. Can we see the allocation amounts based on age categories?

b. Will there be any demographic criteria requested by the state? (if yes, what will it be)

14. Are there any special requirements based on us building the file Survey instrument – it is an online web panel, use any survey instrument that can achieve the objectives under the terms of the contract

15. How will the state define a completed survey? (how deep into the survey will be required to code as completed) survey is completed when 800 responses in the categories above have been recorded

16. Can we see the results of the 2023 survey?
