About this file
This is a Question & Answer document from a Pre-Proposal Conference for the Colorado Refugee Resettlement & Integration Community Assessment (RFP KONA 2026-0194). The project requires a contractor to deliver community assessments for refugee resettlement and integration efforts across Colorado. The primary deliverables (Deliverables 1-6) must be submitted twice during the initial contract term: once in October 2026 and again in July 2027. A seventh deliverable, consisting of a longitudinal integration study similar to Colorado's Refugee Integration Survey and Evaluation Report, is optional and will not occur during the first fiscal year due to uncertainty in refugee arrival numbers. The first contract term runs from July 1, 2026 through September 30, 2027 (15 months), with potential extension periods following the federal fiscal year. A single contract will be awarded statewide, and the work may include interviews with refugees and community members, as well as in-person community consultations with support provided by the contracting office's subject matter experts.
The project budget is anticipated to be up to $500,000, with cost evaluated alongside qualifications, methodology, and overall value. Offerors should submit realistic and well-justified proposals based on deliverables rather than hourly estimates, as timesheets are not required. Prior experience working in Colorado is a preferred qualification, though no formal requirement exists for Colorado-based firms. Out-of-state contractors may partner with local subcontractors and should identify them in proposals if available. Deliverable 7 will not be scored or included in the evaluation criteria. Proposals may be submitted in various formats, with separate exhibit files preferred but combined documents also acceptable.

RRICCA Pre-Proposal Conference (Thursday, 4/2/26) – Questions & Answers
(RFP) KONA 2026-0194
Video Link
Question: Are you able to disclose the budget for this project?
Answer: The project budget is anticipated to be up to $500,000. Offerors are encouraged to submit realistic and well-justified proposals, as cost will be considered alongside qualifications, methodology, and overall value.
Question: Are you using a federal fiscal year or a calendar year for the RFP?
Answer: The contract will follow the federal fiscal year. The first term will run from July 1, 2026 through September 30, 2027. Any additional terms, if extended, will align with the federal fiscal year.
Question: Can you provide more detail about your expectations or vision for Deliverable 7?
Answer: A strong example is the Refugee Integration Survey and Evaluation Report. This is a five-year longitudinal study on integration in Colorado, which reflects the type of work expected for Deliverable 7.
Question: Is there a preference for Colorado-based firms or firms with previous experience working in the state?
Answer: There is no formal requirement for Colorado-based firms. However, prior experience working in the state is considered a preferred qualification.
Question: How many deliverables are expected within the first term?
Answer: The first term runs from July 1, 2026 through September 30, 2027 (15 months).
Deliverables 1–6 are required twice during this period in October 2026 and July 2027.
Deliverable 7 is optional and separate from the initial scope.
Question: Does the work involve interviewing refugees?
Answer: Yes, primarily for Deliverable 7. This may involve working with community members who speak target languages. “Refugee” refers to an immigration status, and not all individuals in refugee communities may currently hold that status. Deliverables 1–6 may include broader community assessments, which could involve interviews with community members or ethnic community groups, though typically not confidential or sensitive data.
Question: Will you provide support for organizing in-person community consultations (e.g., outreach and attendance)?
Answer: Yes. The selected contractor will work closely with the office, which has subject matter experts in refugee housing, employment, youth, and school services available to support these efforts.

Question: Have you done similar projects in the past, and how many hours do you expect for this work?
Answer: Budgets should be based on deliverables rather than hourly estimates. Timesheets are not required. Applicants should estimate the level of effort needed. Final scope and pricing are negotiable.
Question: Is Deliverable 7 included in the first year?
Answer: No. Deliverables 1–6 are the focus for the first year. Deliverable 7 may occur in a subsequent extension period
Question: Will a recording of the pre-proposal meeting be emailed?
Answer: No. The recording will be posted on BidsNet as part of the RFP.
Question: Our company is out of state but would like to work with a local subcontractor. Can we include that in the proposal?
Answer: Yes, that is allowable. If you have a subcontractor in mind, please include the company name. If not, you may identify one later.
Question: Is there a preferred format for proposal submissions?
Answer: Submission formats and lengths may vary. It is helpful to submit each exhibit as a separate file, but a single combined file is also acceptable.
Question: Are you looking to award one contract for the entire state or multiple regional contracts?
Answer: One contract will be awarded.
Question: Why is Deliverable 7 optional?
Answer: There are two reasons: it is a desired component, but it may not be feasible during this time period. It likely would not occur in FFY 2026–2027 due to uncertainty in arrival numbers.
Question: Will applications be scored based on Deliverable 7?
Answer: No. Deliverable 7 is optional and will not be included in scoring.
