About this file

This is a Question and Answer document for the LVA-SUP-26-010 Library Supplies procurement issued by the Library of Virginia (LVA) for the MALiA (Multitype Library Automation) consortium. The solicitation, posted as RFP 114909-0, seeks vendors for library supplies and furniture under commodity codes 71510 and 52580. The RFP is replacing the previous LVA-SUP-21-004 Library Supplies contract. Prospective vendors can access the opportunity through the Virginia eVA procurement portal at the provided link. The document clarifies that this solicitation is specifically for supplies and furniture, not library materials or books, and that a separate RFP for library materials contracts is anticipated to be released in Spring 2027.

Regarding eligibility requirements, vendors must obtain Small Business and Supplier Diversity (SWAM) certification through the Virginia Department of Small Business and Supplier Diversity to qualify for set-asides; other certifications such as CSB, VSBE, and Veteran certifications alone are not considered equivalent to DSBSD certification. The MALiA existing materials contracts currently retain one optional year of renewal remaining before new contracts will be issued. The Q&A document serves to address vendor inquiries regarding accessibility of the solicitation, certification requirements, scope clarification, and the timeline for related future procurements.

Q&A for LVA-SUP-26-010 – Library Supplies

Q: Is LVA-SUP-26-010 Library Supplies the bid that will be replacing LVA-MAT-22-007 for Library Books, Music, and Video? The offeror discount pricing sheet looks much different for this one so I wanted to check before filling it out.

If this bid is not replacing Library Books, do you know when the new Library Books bid will be released?

A: LVA-SUP-26-010 - Library Supplies is replacing LVA-SUP-21-004 Library Supplies. The new solicitation for Materials is expected to be release in 2027.

Q: I received this email and just wanted to confirm this is not for Library Materials and Services. Is this correct? Recent activity related to your potential eVA Opportunities

LVA-SUP-26-010 - MALiA Library Supplies New RFP 114909-0

A: Correct, this is for supplies not materials.

Q: Regarding DSBSD certification, we subcontract installation work out to a SDVO company. They do not have a DSBSD certification number but they do have CSB, VSBE and Veteran certification numbers. Are those considered equivalent and can we supply these certification numbers in Attachment E?

A: To be considered SWAM certified you must be certified through Virginia Department of Small Business and Supplier Diversity. https://sbsd.virginia.gov/

Q: Will there be another RFP coming for Library Materials? It looks like this one is for library furniture and supplies.

A: That's correct - the current RFP is for library furniture and supplies. MALiA's existing contracts for materials vendors still have one optional year of renewal left. We will issue an RFP for new materials contracts in Spring 2027.
