| (e.g. Solicitation or Attachments, and Section) | Category | QUESTION | COD | PM | GOVERNMENT RESPONSE | ||
| 1 | Solicitation, Section L.2.7.1, Page 56, Paragraph 3 | Contract | Please confirm that CTAs allowed are those arrangements with a single prime and subcontractors, not multiple firms serving as prime. | X | See FAR 9.601. CTA means an arrangement in which (1) two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. | ||
| 2 | Solicitation, Section L.2.7.1, Page 56, Paragraph 4 | Contract | Please clarify what constitutes a first-tier subcontractor. | X | The first-tier subcontractor reports directly to the prime. | ||
| 3 | N/A | Contract | Can a vendor receive an award as a small business and a large business? If so, are we required to submit separate proposals for each socioeconomic category? | X | No. The Offeror may be eligible to receive only one IDIQ award which may include one or more Market Segments, regardless of business size. See M.1.2 Note. However, if a small business receives an award under the Small Business Reserve, then it will be subject to FAR 52.219-14 Limitations on Subcontracting. Otherwise, if the small business receives an award not under the Small Business Reserve, then it will not be subject to FAR 52.219-14. Offerors are not required to submit separate proposals for each socioeconomic category. However, | ||
| 4 | Solicitation, Section L.5.2, Page 62, Paragraph 8 | Contract | Will small business participation be monitored at the IDIQ or task order level? | X | Both. Initial review of the Small Business Participation Plan will be conducted at the IDIQ level. However, compliance for task order awards will be conducted at the task order level. | ||
| 5 | HT001121R0004+DRAFT+RFP+OMNIBUS+IV.pdf L.1.5 Self-Scoring Worksheet Model; L.3.3.2 Self-Scoring Worksheet , P# 55, 59 | Technical | The Government states, “The Government will utilize a Self-Scoring Worksheet for the Technical Factor. Offeror selected scores will not be changed by the Government. However, the Government will validate the scores based on the information provided by the Offeror. See L.3.0 and M.2.2 for more information.” Question (a): Would the Government please confirm whether they want a Self-Scoring Worksheet for only the market segment(s) proposed should an Offeror opt to not pursue all market segments (e.g., only populate the portion of the Worksheet that corresponds to the Market Segment proposed)? Question (b): What is the minimum point total for each market segment that would qualify an Offeror as being in the competitive range for an award? | X | Question (a) Confirmed. Fill in only the Market Segment tab for the Market Segment proposing on. There is no minimum point total or competitive range defined at this time. However, refer to RFP sections pertaining to Technical Breadth as it applies to each Market Segment. | ||
| 6 | HT001121R0004+DRAFT+RFP+OMNIBUS+IV.pdf L.5.0 Volume IV – Small Business Participation Commitment P# 62 | Contract | In paragraph L.5.1., Small Business Participation Plan, the Government states: “DHA is committed to maximizing small business opportunities at both the prime and subcontractor level. All Offerors (other than small business and small business) shall prepare a summary list of proposed subcontractors...” Question: Will the Government confirm that a small business prime is exempt from the requirement to provide a Small Business Participation Plan? | X | Not confirmed. See L.5.1. “All Offerors (other than small business and small business) shall prepare a summary list of proposed subcontractors.” | ||
| 7 | HT001121R0004+DRAFT+RFP+OMNIBUS+IV.pdf M.3.2 General Considerations P# 81 | Contract | In M.3.3 Number of Contracts to be Awarded, the Government states, “The Government anticipates awarding approximately 80 contracts with a Small Business Reserve of a minimum of 25% of contract awards. The Government reserves the right to award more or less than 80 contract awards in order to meet Small Business objectives.” Question (a): It is understandable that the Government wants to ensure sufficient participation by small business subcontractors. However, since this opportunity does not appear to have a specific set-aside component for small business primes, would the Government clarify whether the 25% Small Business Reserve means that there will be awards to small business primes based on Market Segment or the contract in its entirety? Question (b): Would the Government clarify whether the 25% Small Business Reserve means that there are at least 20 awards to small business primes anticipated across the Market Segments? | X | The 25% refers to the number of IDIQ awards to small businesses versus the total number of awards. One IDIQ may have a scope that contains one or more Market Segments. | ||
| 8 | HT001121R0004+DRAFT+RFP+OMNIBUS+IV.pdf H1. Ordering Procedures P #16 | Contract | In H1. (A) Competitive – Standard Proposal, the Government states, “ The Government issues all or a limited number of contractors either a SOW describing specific work…Question: Is the Government referencing in this section, an intent to set aside certain task orders for Small Business concerns for each Market Segment? | X | At the IDIQ level, there are no set asides for each or any Market Segment, just Small Business Reserves. At the task order level, set aside competition and awards are at the discretion of the Contracting Officer. | ||
| 9 | Attachment 3 – Pricing Sheet FFP 2 through 10 | Contract | The Pricing Sheet Attachment 3 requests pricing for CLIN 0001 and CLIN 1001. The Draft solicitation on pages 2 thru 10 references CLIN 0001 – 0013. Question: How will industry price CLINS 0002-0012? How will that pricing be evaluated? | X | There is no industry pricing required at the IDIQ level for CLINS 0002-0012 and therefor no pricing evaluation for these CLINs. Such pricing is to be determined at the task order level. | ||
| 10 | Solicitation, H2 Ramp-On/Ramp-Off, paragraph 1 | Contract | What is the anticipated timing and frequency for on / off ramping? Will this process be done by Market Segment (i.e., do you have the opportunity to get on a Market Segment as a prime post-award through the on-ramping process?)? | X | There is no anticipated timing and frequency for on/off ramping at this time. Timing frequency, and Market Segment will be based on IDIQ capability, competition requirements, and eligibility to receive Federal contracts. | ||
| 11 | Solicitation, H2 Ramp-On/Ramp-Off, paragraph 1 | Contract | What are the factors that go into off-ramping a vendor? Does being off-ramped in one Market Segment render you ineligible to compete in other Market Segments? | X | See Answer to Question 10. | ||
| 12 | Solicitation, L.2.6 Market Segment, paragraph 1 | Contract | Is there funding allocated to each Market Segment? If so, what is the estimated distribution? | X | No. Funding allocation is determined at the task order level through task orders. | ||
| 13 | Solicitation, L.2.6 Market Segment, paragraph 1 | Contract | Will there be a contract ceiling amount established and if so, can the government specify whether it will be by awardee or at the overall IDIQ contract level? What is the percent distribution of the ceiling across the four Market Segments? | X | Yes, at the overall IDIQ contract level. There is no percent distribution of the ceiling across the four Market Segments. | ||
| 14 | Solicitation, L.2.6 Market Segment, paragraph 1 | Contract | Does the Government plan to make an equal number of awards across each Market Segment (i.e., will there be 20 awardees per segment)? If not, what is the expected distribution of awards across segments? Is there a limit for awards within a single Segment? | X | See answer to Question 7. | ||
| 15 | Solicitation, L.2.6 Market Segment, paragraph 1 | Contract | Can the government provide information on its ordering process for Task Orders that include requirements across multiple Market Segments? For example, will the government allow all IDIQ awardees regardless of Market Segment to respond to such task order? If a Task Order is aligned to multiple Market Segments, will vendors not aligned to all relevant Market Segments be eligible to bid? | X | See Answer to Question # 15. | ||
| 16 | Solicitation, L.2.6 Market Segment, paragraph 1 | Contract | If a vendor qualifies for the IDIQ with a proposal in one Market Segment, will Offerors be permitted to bid on task orders aligned to other Market Segments? | X | See Answer to Question 15 | ||
| 17 | Solicitation, L.2.7.1 Small Business Participation Plan, paragraph 3 | Contract | If a vendor is a prime and a sub in the same Market Segment, can they be part of both bids for the same Task Order? | X | Yes, as long as they do not violate exclusivity in any of their teaming/subcontractor agreements. | ||
| 18 | Solicitation, L.4.3 Present and Past Performance References, paragraph 1 | Technical | For the Past Performance questionnaire, if references are concerned about submitting business sensitive/competitive information in writing (i.e. providing cost of contract with a commercial/private entity), would the government accept another method to verify information that the company may find sensitive to provide via the questionnaire? For example, if cost of contract is not provided on questionnaire, would the government accept a phone call with POC to verify sensitive/competitive information? | X | No, No. | ||
| 19 | Solicitation, L.4.3 Present and Past Performance References, paragraph 2 | Contract | If the same paste performance is used across multiple Marget Segments, does the Past Performance Questionnaire need to be submitted more than once? | X | Yes, as long as the past performance remains relevant to the Market Segment and the Market Segment-specific proposal can stand alone. | ||
| 20 | Solicitation, L.5.1 Small Business Participation Plan, paragraph 2 | Contract | If a vendor qualifies with a proposal in multiple Market Segments, do small business targets need to be met at the IDIQ level, or at the Market Segment level? | X | IDIQ level. | ||
| 21 | Solicitation, L.5.1 Small Business Participation Plan, paragraph 2 | Contract | What is the total contract value that should be used when determining small business participation levels? | X | See Clause FAR 52.216-19, paragraph b (2) $10 billion. | ||
| 22 | Solicitation, L.1.0 General Instructions to Offerors | Contract | How many days does the Government plan to give vendors between the drop of the final RFP and the RFP deadline? | X | To Be Determined. | ||
| 23 | Draft Solicitation: Section L.2.12 Contractor Systems, Page 57, 1st paragraph in section | Contract | Many small business contractors maintain approved accounting systems as required to hold Cost Type contracts. However, based on the size of their businesses and awarded contracts, many small businesses do not meet the thresholds required to obtain approval of the other types of business systems. For example, many small businesses maintain purchasing systems that are developed in accordance with Government guidelines to include DFARS 252.244-7001, but their annual sales to the Government have never exceeded the threshold requirements in FAR Part 44.3 ($25 million) that would trigger Administrative Contracting Officers (ACO) to perform a review to determine the need for a CPSR. | ||||
| Will the Government please consider removing the requirements for small businesses to have approved Estimating, Material Management, Property Management and Purchasing systems prior to award and instead request a review of these systems when small businesses are awarded Cost Type contracts? | X | L.2.12 CONTRACTOR SYSTEMS. The Task Order Contracting Officer shall make a determination at the task order level which of the following Government-approved business systems are required for bidding and performing on a Cost Type Task Order: Accounting, Estimating, Material Management, Property Management, and Purchasing. Offerors at the base IDIQ level, representing themselves in the prime contractor position, having already Government approval of any or all of these systems, shall include evidence of such in their proposal for purposes of referencing approvals in their base IDIQ, should they receive an award. NOTE: The lack of Government-approved business systems shall not affect an Offeror's eligibility for award of an IDIQ contract. | |||||
| 24 | Draft Solicitation: Section L.2.0, Page 55, 1st paragraph in section; Section L.2.6, Page 56, 1st paragraph in section; Section L.3.0, Page 57, 1st paragraph in section; Section L.3.3.2, Page 57, Bullet # 2 | ||||||
| Attachment 4 (Self Scoring Worksheet) | Contract | When the Government states "If an Offeror chooses to submit a proposal for more than one (1) Market Segment, then a separate proposal shall be submitted for each", is the Government requiring offers to submit a full proposal package, i.e. Volumes I through V for each Market Segment? If that is the case, we respectfully request that the Government consider allowing Offerors to submit a single Volume I, III, IV and V as well as one Self Scoring Worksheet Excel File for their proposal and then submit a separate Volume II for each Market Segment. This will reduce the burden on the Government to review up to four proposals per Offeror and reduce the proposal development time for Offerors allowing them to develop more comprehensive responses. | X | No. See L.2.0 Note. | |||
| 25 | Draft Solicitation: Section L Attachments L-1, L-2, S-1, Pages 64-74 | Contract | Will the Government please provide Section L Attachments (L-1 Present and Past Performance Information Form, L-2 Present and Past Performance Questionnaire, S-1 Small Business Participation Plan Template) as Word Documents so it is easier to complete them? | X | Yes, to be provided with final RFP. | ||
| 26 | Draft Solicitation: Section L Attachments L.3.3 Format and Content, Page 58 | Contract | Section L states "The Technical Volume shall include a Proficiency Demonstration, which is a description, in narrative form that demonstrates the Offeror’s proficiency within an individual Market Segment." Then states "An Offeror’s Technical Volume may include a Proficiency Demonstration for one or more than one of the Proficiency Areas within the Market Segment." Can the Government please confirm that offerors can provide a Proficiency Demonstration for each Proficiency Area, up to 24 if done for all Proficiency Areas? | X | Confirmed. | ||
| 27 | Attach+4_Self+Scoring+Worksheet | RFP Instructions | Please clarify the instructions for the scoring matrix if the rating comes from BOTH the prime and subcontractors. For example, if the score for a Proficiency Area includes past performance, SME experience, and core capabilities combined from both the Prime and more than one subcontractor, how should offerors fill out columns C and D? | X | If the Proficiency Area Parts A, B, AND C are (1) for the prime, then fill in column C with “prime” and leave column D blank; or (2) for the sub/partner, then fill in column C with “sub” or “partner” and place the name of the sub or partner in column D. All parts A, B, and C for one Proficiency Area shall be for the prime; or all parts A, B, and C for one Proficiency Area shall be for the sub. Mixing of prime and sub for parts A, B, and C for one Proficiency Area is not allowed. Mixing for a specific part is not allowed. |
28 Attach+4_Self+Scoring+Worksheet RFP Instructions Please clarify the instructions for the scoring matrix if the rating comes from BOTH the prime and subcontractors. For example, if the proposal response includes input from the Prime and multiple subcontractors for PD Parts A, B, and C, how should the self-score be completed? (i.e., if the Prime's score alone would be 6 and one sub alone would be 7, could these then be combined for a joint score of 8?) X See answer to Question 27.
| 29 | L.6.2 | Is the Offeror required to have offices in San Francisco to house the Project Manager III? | X | No, for purposes of awarding the IDIQ. However, the Offeror should take into consideration their price for the Project Manager III if they did have to house the person in a San Francisco office. | ||
| 30 | pp. 25-26 | Would the Government share the average value of task orders? | X | No. | ||
| 31 | L.2.7.1 | To ensure the best coverage of requirements, will the Government allow cross-teaming and subbing to more than 1 prime per market segment? | X | No. See L.2.7.1 Note. | ||
| 32 | L.4.3 | The current PPQ requirement will create an undue burden on the Government as they will need to sort through numerous PPQs submitted by subcontractors, many of which will also be submitted again in their own Prime bid. To reduce duplication of effort on the part of our Government customers, would the Government remove the PPPQ requirement for subcontractors? | X | Present and past performance references shall be limited to prime and subcontractors stated on the Self-Scoring Worksheets. | ||
| 33 | DRAFT RFP Section L.5.1 SMALL BUSINESS PARTICIPATION PLAN. Page 62 of 81 | Contract | We recommend the government update the Small Business Participation Plan goals to include a separate Veteran Owned Small Business (VOSB) category to require 5% Percentage of Total Contract Value in addition to the current socioeconomic categories. This will afford greater participation to Veteran owned businesses with relevant knowledge and expertise to DHA’s mission. | X | The DoD Office of Small Business Programs goals have a socioeconomic category specifically for Service-Disabled Veteran-Owned Small Business (SDVOSB) of 3% but not for Veteran Owned Small Business (VOSB). VOSB though would/could be eligible for the small business category of 32% provided that the VOSB is in compliance with NAICS code requirements. | |
| 34 | DRAFT RFP Section L.4.3 Present and Past Performance Questionnaire (PPPQ). Page 62 of 81 |
| Attachment L-2 Present and Past Performance Questionnaire | Contract | Will the government include a question in the PPPQ where the contractor can identify if they are planning to propose multiple market segments for the same past performance as well as large or small business submissions? This way, the offeror can identify a single PPPQ template that would accommodate a multiple segment response from our individual customer versus sending duplicate PPPQs for the same referenced project for each market segment. This will also significantly reduce the number PPPQs the government receives. | X | No. The PPPQ is contract specific and the person filling out the questionnaire need only do it once for that contract. There is no separate submission for large versus small business. | |||
| 35 | Draft RFP M.2.3 | Technical | The government states the "magnitude" of an offerors submitted reference "will be compared to the estimated average task order value per year for this effort". Will the government consider providing the actual dollar value per year offerors are being evaluated against at the time of Task Order release? | X | No. | ||
| 36 | Draft RFP L.3.3.1.3 | Technical | The government states the objective "is for the Offeror to provide demonstrative Offeror experience representative of the Part B demonstration; and to identify, by name, personnel that satisfy the eligibility criteria as described by the offeror in Proficiency Demonstration – Part B". Additionally the government states, "The Offeror’s proposal shall demonstrate the amount of relevant corporate experience the Offeror possesses, as well as demonstrate the amount of relevant experience possessed by their subject matter experts (SME)." However the last sentence states "For the SMEs who are not current employees of the Offeror, include a signed letter of intent with the proposal." Will the government please clarify how an offeror will be evaluated if the SME is NOT the part of the stated experience given it appears the government is looking for a tie back to Part B? | X | If the SME is NOT the part of the stated experience given, then it does not contribute to the validation. If there is insufficient validation by providing the SME that is part of the stated experience, then the Offeror runs the risk of receiving no validation and therefore no points for that Part C. | ||
| 37 | Attachment 1 SOO | Technical | Each market segment has individual proficiency areas that state "to include, but not limited to" which could be interpreted many different ways given offerors are self assessing points back to these elements. Will the government clarify the evaluation process if an offeror elects to cite a proficiency element not specifically listed ("but not limited to")? For example: R&D Support Services, Proficiency area 4 "Facilities Support Services, to include, but not limited to: Engineering Technical Support and Facilities Quality Assurance Support". Any offeror may elect to cite an element not specifically listed (Engineering Technical Support and Facilities Quality Assurance) in the SOO but related to R&D Facilities Support Services. | X | (1) See L.3.3.2. “Offerors shall not include any other additional information within the Self-Scoring Worksheet,” meaning to include not adding any additional Proficiency Areas to the Self-Scoring Worksheet. (2) See L.3.3.1.1. Using your example, R&D Support Services - Facilities Support Services, if the Offeror has what they believe to be a core competency in this Proficiency Area that does not fall within the two examples listed, then list it so in Part A and explain its relevance to a Program Area listed in the SOO, with supporting Parts B and C. | ||
| 38 | Draft RFP L.2.0 | Technical | The government states "NOTE: If an Offeror chooses to submit a proposal for more than one (1) Market Segment, then a separate proposal shall be submitted for each. However, if an Offeror is selected to receive an award in more than one Market Segment, the Offeror will only receive one IDIQ contract." | ||||
| Will the Offeror be given the choice of the Market Segment to receive and award or will the award be based on the government's review and ratings? | X | See answer to Question #15. | |||||
| 39 | Draft RFP L4.0, 5.0 | Technical | The government states "NOTE: The Offeror shall clearly identify the Market Segment in which the Offeror is submitting a proposal. An Offeror may not submit a Past Performance Volume for more than one (1) Market Segment." | ||||
| Would the government please clarify the intention for accepting a single Past Performance Volume as different Market Segments may justify different Projects being referenced for Past Performance? Also, the government states that "the Offeror shall clearly identify the Market Segment in which the Offeror is submitting a proposal. An Offeror may not submit a Small Business Participation Commitment Volume for more than one (1) Market Segment." Would the government also clarify the intention for accepting a single Small Business Participation Commitment Volume as different Market Segments may justify different teams/partners? | X | The scope of an IDIQ award may contain one or more Market Segments, depending on if the Offeror is successful. Award to that Market Segment will dependent on and restricted to one proposal for that Market Segment. That is, there is no cross referencing performed by the Government evaluator outside of that one proposal. Therefore, each proposal for each Market Segment must contain its own past performance and small business participation. The past performance and small business participation may be redundant from Market Segment to Market Segment, or, they may be different; but they should be relevant to the Market Segment being proposed against. | |||||
| 40 | Draft RFP L.6.2 | Technical | The government states the following under Location: |
o Assume the Project Manager III’s location is San Francisco, CA; and o Assume the Project Manager III is working at the Offeror’s location
| Would the government clarify if this implies that the Offeror will have a physical location in San Francisco, CA? | X | See answer to Question 29. | |||||
| 41 | Attachment 1 SOO | Contractual | Will the government please identify any existing contracts not associated with the historical OMNIBUS which could be impacted/consolidated into the new OMNIBUS IV? | X | NO. | ||
| 42 | Draft RFP L.2.7.1 | Technical | Teaming Arrangements only allows offerors to be the prime or subcontractor once for each of the 4 market segment. So, you have 8 options as an offeror. Can an Offeror (i.e. Company A) be Prime for a specific Market Segment and include a Subcontractor (Company X) such that Company X also plans to serve as Prime for the same Market Segment and include Company A as a Subcontractor realizing that both Company A and X need to submit their own separate Prime proposals? | X | Yes. See L.2.7.1 Note. | ||
| 43 | DRFP, p. 16 of 81, Section (g) | Contract | For planning purposes, does the Government have an estimation of the breakdown of each TO award type? I.e.. How many TOs will be A. Competitive Standard, B. Competitive Streamlined, or C. Competitive Proposal with Presentation? | X | No. | ||
| 44 | DRFP, p. 57 of 81, L.2.12 CONTRACTOR SYSTEMS | ||||||
| Instructions to Offerors | "Cost Type Task Order: Accounting, Estimating, Material Management, Property Management and Purchasing. Without Government approval of these business systems, a Contractor may be ineligible to compete for a Cost Type Task Order." |
| Can the government clarify if Contractors are required to have every type of business system to be awarded any Cost Type Task Order? For example, will a contractor be required to have an approved material management or property system to be awarded cost type contracts even in the case the TO may not have any requirement for purchasing of material or government property? | X | Please see answer to question #23. | ||||
| 45 | DRFP, p. 81 of 81, M.3.2.1 and M.3.2.2 | Evaluation Criteria | Will preference be given to offerors who have current facility security clearances and approved business systems, as they will be more likely to increase competition and value for customers at a task order level? | X | To be determined at task order level. | |
| 46 | DRFP, p. 61 of 81, L.4.3 PRESENT AND PAST PERFORMANCE REFERENCES | Instructions to Offerors | "*Task orders issued against Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts may be included as references. Each task order shall be counted as a separate reference. Department or Agency specific ID/IQs may be cited as a reference." |
Given that this is an IDIQ and the government may want to establish an organization's capability to respond and perform multiple parallel task orders under an IDIQ, we do think that providing past performance references for multiple task orders under a single IDIQ/GWAC may be relevant to this RFP. However we also understand that the government's intent is not to represent an IDIQ as past performance where little or no work was actually done under that vehicle.
| Our recommendation is that the government allow an offeror to provide a combination of awarded task orders under a single IDIQ/GWAC/BPA for one of the three past performances, provided the period of performance of the IDIQ/GWAC/BPA is within the relevancy period. | X | Yes. | |||||
| 47 | DRFP p. 62 of 81, L.5.1 SMALL BUSINESS PARTICIPATION PLAN | Instructions to Offerors | Small Business Contracting Plan - please confirm that the SB goals will be met at the contract level, not at the market segment level. | X | See answer to Question 20. | ||
| 48 | General | Contract | How does it work for contractors who don't have a market segment when a task order comes out on multiple segments? Will only those contractors with multiple segments be allowed to bid on that task order? | X | See answer to Question #15. | ||
| 49 | DRFP, p. 78 of 81, M.2.3 FACTOR 2 – PAST PERFORMANCE | Evaluation Criteria | "The first aspect of the past performance evaluation is to evaluate the Offeror’s past performance to determine how recent an effort is. Only contracts/task orders within the past three (3) years of the date of the solicitation will be considered recent." |
| Is it possible to increase the evaluated timespan to 5 years, particularly for small businesses, as IDIQ contracts are generally awarded for 5 years or more in the research area, and may have relevant experience? | X | See Final RFP. | ||
| 50 | DRFP, p. 79 of 81, M.2.3 FACTOR 2 – PAST PERFORMANCE | Evaluation Criteria | "For magnitude, the cost/price for each referenced effort will be compared to the estimated average task order value per year for this effort." |
| Since the government has determined an estimated average task order value per year, per market segment, will the government please provide this information to offerors in order for offerors to choose adequate past performance examples to submit? | X | See Answer to Question # 35. | |
| 51 | DRFP, p. 16 of 81, (g), A-C | ||
| Contract | Wherever it is stated "The Government issues all or a limited number of Contractors either a SOW describing specific work and data items required, anticipated performance period, critical milestones; a PWS that describes performance objectives and measurable performance standards; or, a SOO that describes the overall TO performance requirement." |
| Will the criteria be defined when a limited number of Contractors are defined to participate in a bid? | X | To be determined by the Task Order Contracting Officer at the task order level. | |||||
| 52 | DRFP, p. 28 of 81, 52.244-2 SUBCONTRACTS (JUN 2020) | ||||||
| Contract | Please confirm that FAR 52.244-2 only applies to Contractors without an approved purchasing system. | X | Not confirmed. For example, FAR 52.244-2(d) applies to Contractors with an approved purchasing system. | ||||
| 53 | DRFP, p. 35 of 81, 52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2020) | Contract | In the case the Offeror has already certified in SAM.Gov to any clause listed after 52.204-8 (d) of in SAM.Gov, is the Offeror required to submit a hard copy with offer? | X | If the Offeror’s representations and certifications have been entered or updated within the last 12 months are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference, then no. Otherwise, yes. | ||
| 54 | RFP, p. 59 of 81, para. 2 | Instructions to Offerors | May signed Letters of Intent be included as an Appendix to Volume II? | X | No, See RFP Solicitation Instructions Paragraph L.1.3.5.3 & L.3.3.1.3. | ||
| 55 | Section B - Supplies or Services and Prices, Item Numbers, pages 2-10 and Attachment 3 Price Sheet (filename: Copy of Attach_3_Price+Sheet) | Contract | Section B provides CLINs 0001-0013 and 1001-1013 Items; however, the Attachment 3 Price Sheet only provides a request for pricing for CLINs 0001 and 1001. |
| Please confirm that Offerors are not required to price CLINs 0002-0013 and 1002-1013 and will not need to complete Section B. | X | Confirmed. See answer to Question 9. | ||
| 56 | Section B - Supplies or Services and Prices, Item Numbers, pages 2-10 | Contract | Section B provides a CLIN Structure (Item Nos) that cover various contract types. Some of the CLINs/contract types are new to what had been used for previous OMNIBUS I, II, and III IDIQ Task Orders (e.g., Fixed Price with PPR [0004] and Fixed Ceiling Price with RPR [0005]). |
| Would the Government please provide the intent of use of these various contract types and how they will determine which contract type will be used for future Task Orders? | X | No, See FAR part 16, to be determined at task order level. | |
| 57 | C.2, C.2.1 Scope, |
Section L - L.3.3.1 and L.3.3.1.1-L.3.3.1.3 Proficiency Demonstration pages 58-59, L.3.3.2 Self-Scoring Worksheet Scoring Table, and Attachment 4 Self Scoring Worksheet Background: "Program Areas broadly define health-related research and development areas and activities of interest to DoD and the Military Healthcare System (MHS). For the purposes of OMNIBUS IV, these Program Areas generally delineate categories used by the MHS R&D community to determine R&D investments. These Program Areas are generalized and distilled from the research topics of historical and anticipated MHS OMNIBUS IV Market Segments and Proficiency Areas below. The Market Segments divide the very broad scope of OMNIBUS IV in to four well-defined but not mutually exclusive categories. The requirements of the Market Segments are further developed and explicated in Proficiency Areas. The Proficiency Areas indicate the main performance objectives, expertise, competence, etc. the government seeks. Task Order Proposal Requests will subsequently provide refined levels of detail sufficient to describe the requirements for solicitation."
| Question: The mix of Market Segment Requirements, the associated Proficiency Areas, and Core Competencies are not consistent as presented especially as it relates to how vendors should self-score based upon a self-evaluation. This appears to remove any objectivity of the Evaluation Scores on the Score Sheet. Can the government please attempt to remove the subjectivity surrounding the scoresheet and develop a more objective approach similar to Alliant 2, OASIS, ASTRO, etc.? | X | Noted. | ||

DoD Comprehensive Small Business Subcontracting Plans (CSBSP) have pre-approved and negotiated goals with DCMA. As a result, these goals may be different than the DoD published subcontracting goals or the RFP goals.
Will the Government accept that a proposing Prime Contractor with a CSBSP submit a Small Business Participation Commitment that meets the RFP goals and for which they intend to implement, while understanding that their CSBSP has negotiated different goals, and the CSBSP holder will not be penalized on the basis of the negotiated CSBSP goals?
