About this file
This is a Questions and Answers document for Air Force solicitation FA462626Q0028, which addresses custodial services for Launch Control Center (LCC) cleaning at Malmstrom Air Force Base. The previous contract was awarded to Always Clean Carpet Cleaning for $113,400 over the contract period, with five LCCs cleaned annually. Historically, approximately 25 LCC cleanings have been completed during prior contract periods, with each deep clean typically accomplished within a single workday. The government provides 3-4 weeks advance notice before issuing individual task orders, and cleanings are generally spread throughout the 12-month period, though schedules may shift due to operational requirements at the base.
Contractors must secure all personnel, equipment, materials, and transportation necessary to perform services and should anticipate 3-4 weeks advance notice for each task order. Personnel will require Entry Access List placement with background investigations, vehicle processing on the pre-coordinated Entry Authorization List, and government escort throughout their time on base. All 15 LCC locations have existing fall arrest systems in place, eliminating the need for contractor-provided anchor systems. Contractors must furnish generators, cleaning supplies (excluding trash liners), and handle waste disposal at on-base facilities. The Service Contract Act Wage Determination #2015-5391 Revision 27 (effective 12 May 2026) applies, with price adjustments required per FAR 52.222-43. Government inspections will occur after each service, invoices may be submitted following each cleaning, and the contract covers an estimated five to six LCCs cleaned annually for a five-year period (September 2026 through August 2031), not to exceed 30 total cleanings.

FA462626Q0028 – LCC Custodial Services, Malmstrom AFB Questions and Answers
Questions
Answers
Previous Contract Award Information
1. Was the previous contract awarded to a single contractor? If so, who was the contractor?
Yes, awarded to a single contractor.
Always Clean Carpet Cleaning
2. What was the total award amount and contract period of performance for the most recent award (including option years, if exercised)?
Previous/current contract has value of $113,400.00 including option years. $21,000.00 per option year for five (5) LCCs.
*Note that previous contracts have had option years. This solicitation will result in a requirements contract and individual task orders will be made for each scheduled cleaning.
3. Approximately how many LCC cleanings were ordered during the previous contract period?
25, 5 LCCs per year for the past contract award.
4. Historically, have contractors completed an individual LCC cleaning within a single workday, or has overnight completion commonly been required?
Historically, contractors have accomplished the LCC Deep Clean, in its entirety, in one day. However, due to the manner in which the previous contractor cleaned the mattress, it typically requires a spare mattress, provided by the government, while the other is placed in the elevator shaftway as it dries.
5. Have cleanings generally remained on their scheduled dates, or have mission requirements resulted in frequent rescheduling?
Schedules sometimes change due to MAF’s being shut down. Although the LCCs are pre-determined, schedules are adjusted to facilitate the operational schedule.
6. Approximately how much advance notice has historically been provided before each task order?
3-4 weeks.
7. Can the Government provide an historical estimate or percentage of visits where LCC power was unavailable to allow for accurate pricing of generator fuel and deployment logistics?
This has not happened.
Scheduling
1. Is the five-LCC-per-year cadence and the site mix expected to remain constant, or may it shift year to year?
We always do 5 sites per year. Scheduling projection and adjustment is on a case-by-case process but the proposed LCCs will be determined prior to beginning of the FY. Confirmation can be expected 3-4 weeks in advance.
2. If multiple LCCs are scheduled together, are they generally consecutive days?
We generally spread the cleanings out over the entire 12 months
3. Are weekend cleaning schedules acceptable?
Generally, yes.
4. Are emergency cleaning services anticipated?
No.
Current Requirement Queries
1. Can the Government confirm if certified attach/anchor points currently exist at all 15 LCC locations, or must the Contractor provide their own temporary/portable anchor systems to comply with ANSI Z359.1?
All LCCs have fall arrest systems in place. There has not been a need for anchor points/systems in the past.
2. Must the contractor possess specialized bio-hazardous waste transportation and disposal permits to remove this specific waste off-installation, or can it be disposed of at a designated on-base facility?
Unless cleaning products used dictate so, specialized bio-hazardous waste permits are not required. The generated waste can be disposed of at a designated on-base facility.
3. Can you please confirm whether each scheduled LCC requires a one-time custodial service on its assigned date, or if the requirement is for daily or recurring cleaning services once an LCC has been scheduled?
It’s a one-time LCC deep clean
4. Which SCA Wage Determination number and revision applies to this requirement for Cascade County, Montana?
Service Contract Act WD #: 2015-5391 Revision: 27, 12 May 2026
5. Please confirm the contract price will be adjusted for Department of Labor wage determination revisions (base and fringe) over the period of performance, consistent with FAR 52.222-43.
Yes, price will be adjusted as stated in FAR 52.222-43.
6. Is contractor travel between Malmstrom AFB and the assigned LCC performed independently after check-in, or is a Government escort required for travel to and from each facility?
Historically, the contractor drove themselves in their own vehicles. We would allow the vehicle on-site and search the vehicle prior to allowing them to the LCC.
7. Approximately how much Government escort time should contractors anticipate during a typical cleaning?
They will be escorted from the time they go through the gate until the time that they leave. The FM will escort them down to the LCC and the crew will escort them while they perform their maintenance.
8. In a Prime/Subcontractor teaming arrangement, will the Government accept commercial vehicles owned by a subcontractor if they are clearly identified with the Prime Contractor’s magnetic vehicle identification signs?
Yes, if the vehicle processing on site is on the pre-coordinated EAL.
9. Are there any restricted-access or secured areas?
Yes, the Cleaning Team will need to be placed on a Entry Access List which contains each member’s name, rank, Driver’s License number, clearance (if applicable)
10. Will contractor personnel be required to complete background investigations?
Yes.
11. Will the Government furnish a generator at any LCC, or must the contractor provide one at every site per PWS paragraph 4.1.1?
No, the Government will not furnish a generator.
12. Besides trash liners, are any additional cleaning supplies Government-furnished?
