About this file
This is a Questions and Answers (Q&A) document addressing clarifications regarding an amendment to a Request for Quotation (RFQ) for a Bill of Materials procurement in Papua New Guinea.
The procurement involves building renovation and repair materials for Igam Barracks, with delivery required by June 29, 2026. Key items include lumber and timber for wall repairs (12mm plywood), electrical cable (1000 linear feet of 10/2 Romex), gutters (122 meters) and downspouts (60 meters), paint (72 gallons total in yellow, green, and white with color codes specified), primer (36 gallons), stain (1 gallon gunstock color), polyurethane (1 gallon), pre-hung metal doors, white boards (dry erase boards), a 32-quart cooler, safety marking ribbon (nylon, white/orange/yellow), and two new shipping containers that will become U.S. Army property. The Q&A clarifies that locally available metric equivalent products are acceptable if sufficient specifications are provided with the quote; offers "or equal" substitutions with documented specifications; confirms no drawings are available for items 10 and 11; provides product reference links for specific items; addresses material alternatives (rejecting compressed fiber cement for lumber/timber repairs due to existing wood framing); and corrects quantity discrepancies in the original bill of materials. Vendors without local presence may submit subcontractor plans or detail their experience managing purchasing logistics. All quotations must acknowledge receipt of this amendment.

| Question | Answer | ||
| 1 | I presume that locally-available metric equivalents are acceptable for all products? | ||
| The “Salient Characteristics” spreadsheet is a bit low on detail. | Quotes for "or equal" items are permitted. |
If you are offering a locally available metric equivalents product, you must provide sufficient specifications with your quote.
2 I do not see a delivery date specified. The required delivery date is specified in Section 7.1 of the RFQ.
All materials must be delivered on June 29, 2026. Your quotation should confirm your ability to meet this deadline.
| 3 | It appears that you want the goods delivered to Igam Barracks in two containers. | |
| Do you intend that these containers become US Army property, or will they be returned to the successful vendor once the materials have been used or unloaded? If you intend to acquire them, are used containers acceptable, or must they be new? | We intend to buy new containers, |
it’s item 88 and it will become US Army property.
4 If subcontractors are not needed, should we detail our experience in managing purchasing logistics in our technical proposal, rather than subcontractors? Subcontractor plan for vendors who are not in local.
If you can provide it without using subcontractors, you can detail your experience in managing purchasing logistics in your technical proposal.
| 5 | Items 10 & 11 – Kindly provide the drawings so we can proceed with an accurate quotation. | |
| There are no drawings. Measurements taken in CM are screenshotted to the right | ||
| 6 | Items 23 & 56 – Please share the product link or images for reference. | https://www.homedepot.com/p/Primefit-3-Way-Round-Air-Manifold-with-Brass-Couplers-M1401-5/205149493?mtc=SHOPPING-BF-CDP-BNG-D25P-025_028_COMP_AIRTOOL-NA-NA-NA-PMAX-NA-NA-NA-NA-NBR-NA-NA-NA-Compressors_SHP_2025_PMAX&cm_mmc=SHOPPING-BF-CDP-BNG-D25P-025_028_COMP_AIRTOOL-NA-NA-NA-PMAX-NA-NA-NA-NA-NBR-NA-NA-NA-Compressors_SHP_2025_PMAX-22976667272--&gclid=0a1710f444d81f729bed7913bfe95852&gclsrc=3p.ds&msclkid=0a1710f444d81f729bed7913bfe95852 https://www.homedepot.com/p/DEWALT-8-oz-Chalk-Reel-in-Blue-DWHT47049/204465515 |
| 7 | Items 61, 62, & 63 – Kindly confirm the corresponding color codes. | Added - Image for reference to the right. |
61: Gallon Green Paint: #002E00 62: Gallon Yellow Paint: #FFFF00 63: Gallon White Paint: #FFFFFF
| 8 | Line items 1-4: Your list of lumber / timber suggests you plan to use ½” (= 12 mm) plywood to line walls. Would you consider to use alternate such as 6 mm CFC (= compressed fibre cement)? |
| No, The existing framing is currently wood and there are no equivalent replacements. |
If adopting CFC, it will need to be a smooth finish on both sides for paint.
As for all the other members, in terms of framing, it will have to be lumber/timber.
If this were new construction, I would use rolled steel. Lumber/timber is the only purposeful material for the repairs.
| 9 | Line item 78: Gatorade cooleris,please specify a size or capacity? | 32 Quart Cooler that can hold 32-40 bottles of water over non-potable ice. |
| 10 | Line item 81: Pre-hung metal doors are a common US specification, but timber doors are generally used in Australia, New Zealand, and Papua New Guinea – these can be purchased to a specified fire rating if you have one. Is this acceptable? | No Fire Rating Available. The building is made of Asbestos. Metal was selected due to the rot seen on the existing doors. As long as |
| 11 | Line item 85: Please specified “White Boards” | White Boards - are also known as dry erase boards. These will be replacing chalk boards currently used by teachers. | 12 | Line item 89: Please identify what you mean by “Engineers Tape” a bit more specifically. | Nylon / Safety Marking Ribbon - White/Orange/Yellow in color preferred |
| 13 | Line item 60 – 36 gallons of primer? | Yes |
| 14 | Line items 61-63 – 72 gallons of paint? | 72 Gallons of paint of yellow, green and white for |
allowing two coats for exterior and interior.
| 15 | Line item 83 – one gallon of stain? | Stain, one gallon, gunstock color from minwax or equivalent. |
| 16 | Iine item 84 – one gallon of “eurothane” (= polyurethane?) | Yes, polyurrethane. |
| 17 | Line item 05 (2000LF 10/2 Romex or host nation equivalent) – presumably these are rolls of cable, each 2000 LF long (about 610 meters) – but quantity column states “1000.” That’s 610,000 meters of cabling, or over 379 miles. Seems like a lot. | 1000LF would be equal to 304.8 OR 305 Meters. |
Updated Salient Characteristics
| 18 | Line item 10 (Gutters 300 LF) – but quantity column states “340.” Presumably you don’t want 300 x 340 LF = 102,000 LF, so which quantity is correct? | 122 Meters of gutter, Updated Salient Characteristics |
| 19 | Line item 11 (Downspouts 360 LF) – but quantity column states “280.” Once again, 360 x 280 = 100,800 LF, which seems implausible, so which quantity is correct? | 60 Meters of downspout, Updated Salient Characteristics |
