About this file

This document is a Request for Proposals (RFP) issued by the Massachusetts Bay Transportation Authority (MBTA) for an Enterprise Data Governance Application. The MBTA seeks a software solution to manage the entire data lifecycle across its disparate data sources, including data quality, metadata, policy and compliance, security, and access control. The RFP outlines a competitive procurement process with a pre-bid conference on May 7, 2024, a response due date of June 4, 2024, and an estimated contract execution date of July 1, 2024. The maximum contract duration is 4 years, with three 1-year option periods.

The MBTA has a strong focus on supplier diversity and encourages participation from small, minority, women, and other disadvantaged businesses. The evaluation process will consider both technical and price factors, with the goal of selecting the best value proposal. The MBTA reserves the right to modify or cancel the procurement at its sole discretion. The RFP does not specify an incumbent vendor or a budget range, but the successful contractor will be required to provide cloud computing services, including infrastructure, platform, and software as a service.

RFP 104-24 Data Governance
QuestionResponse
When will the min insurance requirements be postedCompleted by Jimmy
Will the meeting present a list of possible partnering opportunity? Not a this time; after procurement of a Data Governance Tool a needs assessment will be conducted
Is there an actually DBE/SBE WOSB % or component to this RFP?Jimmy, Is there a standard response for this?
Referring to Form D Pricing Response, can you please explain what Option Year 1-3 subscription means?Completed by Jimmy
Do you have or will provide to the vendor selected, the various lists which will guide the Ontology/Taxonomy or Metadata enrichment in which to scan, mine and enrich values against. This may also extend to Document Retention Policies that you must follow. Examples would be : Retention Policies, Track ID(s), TrainIDs, RouteIDs, PartIDs, XYZ IDs or any codes used in which to enrich each record scanned during the process? The vendor selected will be provided with documentation which will guide the Ontology/Taxonomy or Metadata enrichment along with any relevant applicable policies.
What are the expected data volumes and processing requirements that the data governance solution needs to support, and what deadlines are you expecting for everything to be completed (in terms of data classification)? For the Massachusetts Bay Transportation Authority (MBTA), a modern data governance application will need to function in a decentralized data infrastructure supporting multiple divisions and business units. It would need to handle significant and varied data volumes and complex processing requirements. Deadlines for Data Definitions, Data Cataloging, Data Classification and Data Lineage have not been establised as of yet and will likley be determined at this time.
a. How much data will you be doing with batch processing per month (GB)? b. How much data will you be profiling per month (GB)? c. How much data will you be deduplicating per month (GB)?The actual amounts are undetermined at this time but the data governance application will need to be flexible and scalable to support the numerous data environments at the MBTA
a. MBTA uses MS SQL Server, Tableau and about 200 applications with data that needs to be cataloged. How often would each system be scanned (i.e. weekly, bi-monthly, monthly, etc)? b. Of the 200+ enterprise applications, how many of them contain critical data? c. How many contributing users to data governance assets (i.e. glossary terms, policies, etc)? d. Does MBTA have a glossary; and, if so, how many terms? e. Does MBTA have a list of policies that would be documented in the DG solution; and, if so, how many policies? f. Please list any specific use cases that are highest priorityThe frequency of scanning would likely be variable depending on the data ingestion patterns. For instance for MBTA 360 (the central data warehouse) would kiley be daily. The categorization of MBTA's enterprise has not been defined as such. The MBTA does posess a glossary but the total counts have not been compiled.
Would you consider reviewing proposal for Data Governance just for M365No, the Data Governance Tool must support the entire enterprise.

Why is data governance a concern now?The Massachusetts Bay Transportation Authority (“MBTA” or “Authority”) lacks a comprehensive enterprise-wide data governance technological application which allows business and technical data stakeholders to work collaboratively using accurate consistent data definitions, classifications, and catalogs across the MBTA’s entire data ecosystem.
What current automation capabilities are in place at MBTA?The MBTA has copious automation capabilities throughout its numerous data infrastucture environments
Will MBTA consider extending the response deadline by two weeks? No
Have any tools already been considered, or have any tools been implemented in a Proof of Concept fashion for this purpose? If so, which tools? No POC, only Informational Sessions
Given leading tools in the marketplace will only support a varying subset of these capabilities, can MBTA share a relative priority for requirements in section 2.1 and 2.2Prioritization has not been determined
The pricing sheet allows only for subscription fees. Is MBTA assuming there are no implementation services as a part of this procurement? No
Is MBTA agreeable to leveraging a tool that allows import and/or manual documentation of lineage where automated lineage generation is not possibleAutomated lineage generation is an important factor for selection.
Has MBTA considered engaging a vendor to evaluate tools against priority requirements to ensure the most suitable tool is chosen for long term success? No, the objective of this procurement process is to evaluate tools against priority requirements and ensure the optimal tool is selected for long term success
Please provide 2-3 examples of data quality standards you would like to define and alert on?Data Accuracy Rate: Percentage of data entries that are correct and error-free. Potential Target: 99% or higher: Data Completeness: Percentage of required data fields that are filled. Potential Target: 98% or higher

Data Consistency: Percentage of data that is consistent across different databases and sources. Potential Target: 97% or higher

Would MBTA consider a solution that consists of multiple tools that would together optimally meet requirements?Yes, but one tool would be preferred
Does MBTA currently use Microsoft 365 data loss prevention capabilities in their subscription? Not presently
Does the MBTA anticipate implementation services as part of this RFP, or will a separate RFP be released for the implementation services? The preference would be to have initial Implementation Services be part of this procurement.
Would MBTA be open to discontinuing use of any the data tools/platforms? Is MBTA obligated to continue to use any of the existing data tools/platforms?There are no relevant mandatory obligations
Does MBTA have an expectation on time frames for a) solution finding b) solution implementation?Specific timeframes have not been established at this time
Are vendors/consultants expected to provide continued support past the solution implementation?Yes
How are you currently managing metadata? Do you have any existing tools?Yes, Metadata is being handled by the multiple applications throughout the MBTA's various data infrastructure and tools.
