About this file

This document is a Question and Answer (Q&A) related to a solicitation by the Maryland Correctional Enterprises (MCE) Tag Plant for License Plate Sheeting. The solicitation requires the successful bidder to supply MCE with their requirements for License Plate Sheeting, Pre-Clear, which will include all inks (including those required for all production of special logo plates), thinners, technical support, and all equipment (applicator) at no additional cost to MCE. This is an all-or-nothing bid. The Q&A addresses the addition of pricing for plain white reflective sheeting, the acceptability of anti-stacking measures, and the confirmation of the sheeting graphic item 10 references in the annual quantity of 200,000 square feet.

The pricing and technical details provided in the Q&A indicate this is an ongoing contract, with the Q&A addressing updates and clarifications. The contract is for the supply of license plate sheeting and related materials to the MCE Tag Plant located at the Jessup Correctional Institution in Maryland, serving the state and local jurisdictions, including Howard County.

Text version

(Q) - Where should we add the pricing for plain white in the bid package? IFB will be amended and Plain White Reflective Sheeting will be added as line #14., see Addendum #2.

(Q) - It is acceptable to accommodate anti-stacking measures such as are described in the section

[Page 8, 2.3.5, Policy & Procedures]? This is acceptable.

(Q)- We are aware that there have been two separate “Historic” graphics used at the tag plant. One graphic features a 3 color MD Shield in the center, while the other simply has

“Maryland” at the top with “Historic” printed on the bottom, all black. Can you please confirm which sheeting graphic item 10 references in the annual quantity of 200,000 sqft., and add the second item, if necessary? At this time MCE only carries one Historic and that has the shield.

When MCE creates a Historic vanity tags, MCE uses plain Maryland no web.
