About this file

This is a Questions and Answers document for U.S. Embassy Bogotá's solicitation for certified anchor points and horizontal lifeline systems (Solicitation PR16176610, Contract Number 19C02026Q0021). The document addresses clarifications on technical documentation, quotation requirements, and project schedule.

The Embassy clarified that technical data sheets, CAD drawings, and structural drawings are not available; instead, reference photographs and layouts will be provided to illustrate existing site conditions and proposed installation areas. Regarding pricing, the U.S. Government estimated project magnitude at less than $25,000, but offerors remain eligible to submit proposals exceeding this amount. The original 18-calendar-day performance period was officially extended to 30 calendar days, with work commencement counted from the Notice to Proceed (NTP) issuance. The reference materials provided show proposed anchor locations for multiple areas including the Carpentry Building (8 certified anchor points), Former Maintenance Offices Building (18 certified anchor points), Chancery A/C Maintenance Area (3 certified anchor points), and a 260-meter horizontal lifeline system on the NOX Building roof with a total of 20 anchor points (combining certified corner anchors, intermediate anchors, and independent anchor points). The system includes manual tensioners, energy absorbers, sliding trolleys, corner curve anchors, and cable stainless steel 5/16" 7x19.

Embassy of the United States of America Bogotá D.C., Colombia GSO/ Contracting Unit

Item Questions & Answers Q1 Please, is it possible to get photos and the technical-sheet of the current anchor points and life lines.?

A1 Reference photographs of the areas where the new certified anchor points are anticipated to be installed are provided as part of this response. Please note that these photographs are intended only to illustrate the existing site conditions and proposed installation areas. Technical data sheets for existing anchor points or lifeline systems are not available.

Q2 It's possible to obtain CAD Drawins?

A2 No CAD drawings are available. A reference layout and photographs of the other areas will be provided.

Q3

Total Quantity and Location of Anchor Points Please confirm the total number of anchor points required under the SOW and provide a breakdown by building/area, including the anchor points associated with the 260-meter horizontal lifeline system and all individual anchor points required in the auxiliary areas and Warehouse/Pendulum Prevention area.

A3 The quantities indicated in the SOW remain unchanged. Please refer to Chapter 4 – Price Schedule and Payment Terms for the quantities and breakdown by area to be included in the quotation.

Q4

Layout / Sketch of Anchor Locations Could the Embassy please provide a drawing, sketch, marked floor plan, roof plan, elevation, or other available layout showing the suggested or anticipated locations of the anchor points and the routing of the 260-meter horizontal lifeline?

This information is important for determining installation methodology, materials, access requirements, structural conditions, and accurate pricing

A4 A reference layout showing the proposed anchor locations and the routing of the 260-meter horizontal lifeline will be provided

Q5

Quotation Above the Estimated Magnitude Section J, Paragraph D states that the anticipated magnitude of the construction project is “Less than $25,000.”

Considering the specialized nature of the work, including engineering, certified fall-protection systems, qualified personnel, manufacturer-trained installers, load testing, structural calculations, and final certification, could the Embassy please clarify whether the stated “Less than $25,000” amount is provided solely as an estimated magnitude for informational purposes, or whether it represents a maximum funding or award limitation. Specifically, would a quotation that fully complies with the SOW but is substantially above USD 25,000 remain eligible for evaluation and award?

A5 The U.S. Governmnet estimate this amount for this type of project. If the offeror consider that the proposal will exceed that amount, the offeror will be still elegible, feel free to present your offer.

Q6

Period of Performance / Alternative Schedule The solicitation establishes a performance period of 18 calendar days. Considering the specialized nature of the work, including engineering submittals, structural calculations, material procurement, site access/security requirements, installation, load testing, and final certification, would the Embassy consider a longer period of performance or an alternative performance schedule proposed by the Offeror?

A6 An official publication was made at www.sam.gov and the Period of Perfomance was extended to 30 calendar days.

Q7 Please clarify whether the 18-calendar-day period is intended to begin strictly upon issuance of the Notice to Proceed (NTP), or whether the Embassy would consider a schedule commencing after completion of required security clearances, approval of technical submittals/shop drawings, and authorization for site access

A7 An official publication was made at www.sam.gov and the Period of Perfomance was extended to 30 calendar days. The commencement of works will be counted once the NTP is issued to the Contractor awarded with the project
