About this file

This document contains questions and answers related to a Request for Proposal (RFP) issued by the Board of Governors of the State University System of Florida. The RFP seeks proposals for a study to determine whether Florida has a need for more licensed dentists than are currently being educated, and to evaluate whether current state dental programs should be expanded or new programs created to fulfill such need. The study will involve data collection, analysis, and the development of a written report detailing the findings. The RFP was posted on August 1, 2024, and the contract period will be through December 31, 2024. The Board of Governors will provide access to relevant State University System enrollment, degree, and location data, but all other needed data must be independently sourced by the successful respondent.

The RFP does not specify a budget amount, but the successful respondent will be responsible for determining geographic locations or demographic segments of particular interest or concern as part of the study. The analysis should focus on licensed dentists, including recognized dental specialties, and should not include professional support roles such as dental assistants. The successful respondent will be required to consider all relevant work products, data, and reports, but the final report should be independent of other work products.

Questions and Answers

Q1)According to the language in sections 4.7 and 8b, bid proposers cannot utilize subcontractors for any of the work outlined in this RFP. Does this mean prospective vendors are not allowed to partner with companies of similar size to submit a joint response?
A1)As stated in the RFP, subcontracting is not allowed. However, a joint proposal could be submitted and considered.
Q2)Does the Board own or have access to any data the selected vendor can use in their analysis?
A2)We have access to State University System enrollment, degree, and location data, but all other needed data will need to be independently sourced as part of the project.
Q3)What is the anticipated budget for this effort?
A3)The budget is dependent upon identifying a successful RFP respondent.
Q4)3.3.1.6 says the cost proposal should be included in Tab 1, but 3.3.3 says it should be separated out into Tab 3. Please clarify how the cost proposal should be submitted.
A4)Cost proposals should be submitted separately as indicated in Section 3.3.3 and Section 3.4.2
Q5)Who from the State of Florida will be the key project stakeholders through the duration of the assessment?
A5)The Board of Governors of the State University System of Florida.
Q6)Could you specify the stakeholders you expect to be engaged in this study (e.g. state dental boards, dental schools, community health organizations?)
A6)The Board of Governors of the State University System of Florida.
Q7)How does the Florida Board of Governors define success for this study, and are there specific performance measures beyond those mentioned in the RFP that we should be aware of?
A7)All relevant expectations, including tasks, deliverables, and performance measures are detailed in the RFP.
Q8)What existing data sources will be provided by the Florida Board of Governors to support the consultancy with the analysis?
A8)The Board of Governors will provide access to relevant State University System enrollment, degree, and location data, but all other needed data will need to be independently sourced as part of the project.
Q9)How will this analysis/work integrate with the Workforce Study conducted by Florida’s Department of Health in 2019/20?
A9)The analysis should consider all relevant work products, data and reports but will focus on the higher education relative to the workforce need for licensed dentists in Florida and will be independent of other work products.
Q10)For geographical needs of dentists, are you only focused on regions, or are you looking for more specific geographies related to county/city?
A10)Geographic segmentation will be based on data availability and provided at the lowest level possible based on the professional judgment of the selected Respondent but may include workforce regions, metropolitan statistical areas, health service areas, counties, and/or major cities.
Q11)How does/will the analysis incorporate professional roles in the dental profession (e.g., Dental Assistants, etc?)
A11)The project should not include or incorporate professional support roles. The analysis and final report should focus on licensed dentists, including recognized dental specialties.
Q12)Are there specific geographic locations or demographic segments within Florida that are of particular interest or concern for this study?
A12)The successful Respondent will determine geographic locations or demographic segments of particular interest or concern based on the information in the RFP as part of the study.
Q13)For timeline clarification: we see the contract is through 12/31/2024 and will be posted on 8/1/2024. When does the BOG anticipate actual contracts signed and work to begin?
A13)The Florida Board of Governors anticipates executing a contract as quickly as possible after the posting period, however a specific date cannot be given at this time.
Q14)Does the FL BOG have any collected data to date that can be used, or will all information be collected new?
A14)We have access to State University system enrollment, degree, and location data, but all other needed data will need to be independently sourced as part of the project.
Q15)BLC has many contracts in FL, but does FL BOG have a list of contacts/networks, schools they would like to include? If so, can a list be provided?
A15)No such list exists for the project.
Q16)BLC will typically conduct market analysis, including institutional professors, and program directors, practitioners, and administrators, to drive a gap analysis. Will the BOG like this included? There is a time allocation needed so if so, we can prepare for this to reduce the timeline for responses.
A16)The research conducted to fulfill the requirements of this RFP will be at the discretion of the successful Respondent.
