About this file

This is a Question and Answer document for a Consolidation Feasibility Study Request for Proposal involving two Michigan school districts: Baraga School District and L'Anse School District. The document addresses bidder questions raised during the procurement process and provides official clarifications from the State. A pre-proposal meeting was scheduled for February 28, 2024, at 10:00 a.m., with the RFP cover page subsequently updated to reflect the correct start time. The study will evaluate the feasibility of consolidating the two districts, and the State does not require the consultant to be on-site, instead relying on contractor expertise and methodology to fulfill all RFP requirements in the deliverable reports.

Key considerations for the study include potential tribal coordination with the Keweenaw Bay Indian Community regarding Baraga School's location on reservation land and the need to determine if waivers are required for consolidation. One district has engaged an architect to develop sinking fund renovation cost estimates, though not specifically for consolidation purposes. Both districts independently operate their own bus fleets and transportation personnel, and both Boards of Education have demonstrated support for the feasibility study to inform future consolidation decisions.

An updated RFP has also been posted to reflect this time change on the cover page.
2GeneralN/AWhat are the requirements for the consultant to be on site? The RFP's requirements do not specify that the consultant has to be on-site.
