About this file
This is a Questions and Answers (Q&A) Clarification document for RFP No. S-10700-00013714 issued by an Oregon state agency for Fire Sprinkler Testing, Maintenance and Repair Services. The procurement covers fire sprinkler systems and related equipment at multiple state facilities, including the Employment Building, Justice Building, State Data Center, and a Print Plant located at 550 Airport Rd SE, Salem. The scope of work includes inspection, testing, and maintenance services at various locations, with specific 5-year testing and inspection work scheduled for 2026 at designated facilities as outlined in the price proposal schedule (Attachment E). The document clarifies that supplemental fire suppression systems such as FM-200, Ecaro-25, Novec 1230, and Inergen are not included in the scope of work, and that fire hydrants at the Print Plant are connected to the City's water supply line without strainers.
Key technical requirements include a modification to the initial certification mandate: while the RFP initially stated that all technicians must hold current NFPA Certified Fire Inspector I (CFI-I) certification, the agency clarified that fire sprinkler inspectors are not specifically required to have CFI-I certification. However, proposers must demonstrate that they have at least one CFI-I inspector capable of inspecting the required systems. Previous inspection and testing reports from the incumbent contractor were made available to bidders to assist in accurate quoting. The clarification process addressed critical gaps in the original bid documents, including detailed system inventory information contained in Exhibit E of Attachment A, ensuring bidders could submit responsive proposals based on comprehensive facility data and inspection history.

Sheet1 Q&A Documentation RFP No. S-10700-00013714 FIRE SPRINKLER TESTING, MAINTENANCE AND REPAIR SERVICES
| Question Number | Question/Clarification | Agency Response |
| 1 | 1. Please provide information on the quantity and types of fire systems and equipment to be inspected at each location. There is not enough information provided in the bid documents to accurately quote for the requested services. | This is all listed under Exhibit E of Att_A sample price agreement. |
| 2 | If possible, please provide copies of previous inspection & testing reports for all of the systems and equipment to be inspected at each location. | Please see attached reports (Contractor name Redacted). |
| 3 | Please clarify what is meant by “Fire Service Main Piping & Strainer” as stated on the price proposal sheet for the Print Plant located at 550 Airport Rd SE, Salem. | This is simply the main line to the hydrants, and the strainer (filter?) located within? The statement of a filter is a miss-communication, there are no strainers on these Main Piping Lines. "These fire hydrants are tied to the City’s water supply line and no need for strainers. Strainers are only used if the water is pumped from a river or lake." |
| 4 | Are there any type of supplemental fire suppression systems (such as FM-200, Ecaro-25, Novec 1230, Inergen, or other type of clean agent) protecting computer/server/data rooms at the Employment Building, Justice Building, State Data Center and/or any other facilities included in the scope of work in this RFP? | No other systems, just what is listed. |
| 5 | The price proposal spreadsheet lists “5-YEAR” on most of the “2026 Testing” rows, but not all of them. Are bidders to assume that the 5-year inspection & testing work is to be done in 2026, and is only to be done at the locations where it is stated on the price proposal sheet | Per Att_E, that is correct, per our testing schedule. |
| 6 | The RFP document states in paragraph 3.2.1 that, “All technicians that will provide Fire Sprinkler Testing, Maintenance and Repairs must hold a current NFPA Certified Fire Inspector I (“CFI-I) certification.” This is a very unusual requirement for fire sprinkler system inspection and/or repair technicians. Is a CFI-I certification truly required for all technicians that will provide testing, maintenance and repairs of DAS fire sprinkler systems under this contract? | Fire sprinkler inspectors are not specifically required to have CFI-1 certification. However, some jurisdictions may require CFI-1 certification for fire inspectors. Proposer must demonstrate in their Proposal that they have at least one (1) CFI-1 inspector capable of inspecting the required systems. |
