About this file

The document is a Q&A Clarification spreadsheet for RFP No. S-10700-00013714 issued by the Oregon Department of Administrative Services, State Procurement Services (DAS SPS) for Fire Sprinkler Testing, Maintenance, and Repair Services. The procurement seeks a price agreement for enterprise-wide fire sprinkler system services across state facilities, with proposals due by July 2, 2025. The contract will cover comprehensive fire protection system services including routine testing, preventative maintenance, emergency repairs, and compliance inspections. The solicitation allows for potential multiple vendor awards and appears to cover various state facilities including the Employment Building, Justice Building, State Data Center, and Print Plant.

The Q&A document reveals critical details about the contract, including specific requirements such as demonstrating at least one NFPA Certified Fire Inspector I (CFI-1) and providing detailed information about fire systems at each location. Pricing will be based on a comprehensive schedule outlined in Exhibit E, with some services designated for 5-year inspections in 2026. The procurement includes provisions for disadvantaged business enterprises, suggesting potential set-aside or preference points for minority-owned, women-owned, or emerging small businesses. Vendors must complete a Responsibility Inquiry to demonstrate financial stability and technical capacity, with the ultimate goal of establishing a master contract that enables task orders for specific maintenance and repair needs across state facilities.

Sheet1 Q&A Documentation RFP No. S-10700-00013714 FIRE SPRINKLER TESTING, MAINTENANCE AND REPAIR SERVICES

Question NumberQuestion/ClarificationAgency Response
11. Please provide information on the quantity and types of fire systems and equipment to be inspected at each location. There is not enough information provided in the bid documents to accurately quote for the requested services. This is all listed under Exhibit E of Att_A sample price agreement.
2If possible, please provide copies of previous inspection & testing reports for all of the systems and equipment to be inspected at each location. Please see attached reports (Contractor name Redacted).
3Please clarify what is meant by “Fire Service Main Piping & Strainer” as stated on the price proposal sheet for the Print Plant located at 550 Airport Rd SE, Salem. This is simply the main line to the hydrants, and the strainer (filter?) located within? The statement of a filter is a miss-communication, there are no strainers on these Main Piping Lines. "These fire hydrants are tied to the City’s water supply line and no need for strainers. Strainers are only used if the water is pumped from a river or lake."
4Are there any type of supplemental fire suppression systems (such as FM-200, Ecaro-25, Novec 1230, Inergen, or other type of clean agent) protecting computer/server/data rooms at the Employment Building, Justice Building, State Data Center and/or any other facilities included in the scope of work in this RFP?No other systems, just what is listed.
5The price proposal spreadsheet lists “5-YEAR” on most of the “2026 Testing” rows, but not all of them. Are bidders to assume that the 5-year inspection & testing work is to be done in 2026, and is only to be done at the locations where it is stated on the price proposal sheetPer Att_E, that is correct, per our testing schedule.
6The RFP document states in paragraph 3.2.1 that, “All technicians that will provide Fire Sprinkler Testing, Maintenance and Repairs must hold a current NFPA Certified Fire Inspector I (“CFI-I) certification.” This is a very unusual requirement for fire sprinkler system inspection and/or repair technicians. Is a CFI-I certification truly required for all technicians that will provide testing, maintenance and repairs of DAS fire sprinkler systems under this contract?Fire sprinkler inspectors are not specifically required to have CFI-1 certification. However, some jurisdictions may require CFI-1 certification for fire inspectors. Proposer must demonstrate in their Proposal that they have at least one (1) CFI-1 inspector capable of inspecting the required systems.
