About this file

This is a Questions and Answers document for a Regulated Medical Waste Disposal Services request for bids issued by the University of Wisconsin-Madison (Solicitation 2024-UWMSN-00494-RFB). The University is seeking bids for regulated medical waste disposal services across multiple campus locations managed by Environment Health and Safety (EHS) and other departments. The solicitation requires vendors to provide totes between 75 and 96 gallons in capacity, though the exact quantity needed at each of the identified 16 EHS-managed sites has not been specified. The University notes that additional sites beyond the initial 16 may require service, including locations managed by the School of Medicine and Public Health and residence halls, which operate independently of the EHS umbrella. Responses must be submitted online through the ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, with inquiries directed to Brad Bauman at brad.bauman@wisc.edu.

Pricing for this solicitation is structured on two components: a per-pound disposal rate and a per-container pickup charge. For bidding purposes, vendors must provide their cost per pound of disposal multiplied by 1,000 and their pickup charge per container multiplied by 1,000. The University estimates disposal of at least 275,000 pounds of regulated medical waste during calendar year 2023, providing bidders with baseline data for cost estimation. The solicitation does not specify contract duration, renewal options, award dates, or other specific terms within this Q&A document.

Q&A for 2024-UWMSN-00494-RFB Regulated Medical Waste Disposal Services

Q1: The RFP states we need to provide UW with (75) 96-gallon totes for the 16 sites needing removal service. Do you have a breakdown as to how many each site needs?

A1: The University is requesting minimum size totes between 75-gallon to 96-gallon, not a quantity of 75 96-gallon containers. Environment Health and Safety (EHS) is responsible for managing many of the academic buildings on campus. We’re aware of at least 16 sites that need daily pickups, but there may be, and are likely more than 16 sites that need daily pickups. For example, the School of Medicine and Public Health manages their own sites and is not under the EHS umbrella so this number would not be accounted for in the 16-site total we have listed in the RFB. Residence halls also manage their own accounts and would not be accounted for in this bid but are locations that would be eligible to use this contract.

Q2: On the RFP it says QTY- 1,000 then a per pound rate. Is this the rate per 1,000 pounds? Is there any waste data you could share that would help us understand each sites waste generation so we can provide accurate costs?

A2: The University estimates we’ve disposed of at least 275,000 pounds of waste in the calendar year 2023. For the item listed in P1.1 we’re looking for vendors to provide their cost per pound of disposal multiplied by 1000 (for bid purposes only). The same goes for P1.2, we’re looking for vendors to provide their pickup charge per container, multiplied by 1000 for bid purposes only.
