About this file
This document is an Addendum No. 1 issued by the Florida Department of Transportation (FDOT) District Six regarding a Request for Proposal (RFP) for Districtwide Title Search Services, Project No. DOT-RFP-23-6186LS. The RFP seeks to provide title search services for FDOT District Six, covering Miami-Dade and Monroe counties. The solicitation is not a replacement for a recently awarded RFP, DOT-RFP-23-6185IZ, but an additional request for title search services. The RFP requires the successful vendor to provide title search reports showing the entire typed-out chain of title back to the Earliest Public Record. The contract will be awarded to a single contractor for an indefinite quantity over a fixed period, with the potential to increase or decrease the maximum amount by amendment based on the department's needs and budget availability.
Regarding pricing, the RFP indicates that the cost for a "Specific Purpose Report" is to be based on a per-report basis, not a time and materials arrangement. The pricing for a "Trustees of the Internal Improvement Trust Fund (T.I.I.T.F.) and/or Everglades Drainage District (E.D.D.) Reservation Report" falls under the "Specific Purpose Report" category. The RFP also clarifies that title insurance policies are not requested as part of the survey and mapping services.

Work Description: To Provide Districtwide Title Search Services for District Six, For the Florida Department of Transportation (FDOT).
I. QUESTIONS AND ANSWERS TO THE REQUEST FOR PROPOSAL
Question 1: Can we get a copy of the last winning bids?
Answer 1: The previous solicitation was DOT-RFP-16/17-6158RC. The Procurement Documents related to this solicitation can be obtained in our public FTP website:
https://ftp.fdot.gov/file/d/D6/Contractual Services/RFP-DOT-16-17-6158RC Districtwide Title Search/. You do not require login credentials. The username is “guest” and no password is required.
Question 2: Does this RFP replace the recently awarded Request for Proposal known as DOT-RFP- 23-6185I2, or is this an additional or supplemental request for Title Search Services?
Answer 2: This solicitation does not replace DOT-RFP-23-6185IZ. It is another solicitation on its own.
Question 3: Will the Title Reports need to show the entire typed out chain back to EPR (Earliest Public Record), or will it need to only show the most recent 5 typed deeds?
Answer 3: The report should show the entire typed out chain back to the EPR.
Question 4: Ref: EXHIBIT "B", METHOD OF COMPENSATION reads...
This is a Term Contract for an Indefinite Quantity whereby the Vendor agrees to furnish services during a prescribed period of time. The specific period of time completes such a contract. The Department, based on need and availability of budget, may increase or decrease the Maximum Amount by Amendment. Execution of this Contract does not guarantee that the work will be authorized.
The term " Task Orders" does this imply the requirement to be either a single or multiply award, please advise?
Answer: 4: The term “Task Order” is also considered a Letter of Authorization. Please refer to section 4.6 of the Exhibit “A” Scope of Services.
Question 5: FAR 16.504 Indefinite-quantity contracts. [ which reads...]
(a) Description. An indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values.
(1) The contract must require the Government to order and the contractor to furnish at least a stated minimum quantity of supplies or services. In addition, if ordered, the contractor must furnish any additional quantities, not to exceed the stated maximum.
The contracting officer should establish a reasonable maximum quantity based on market research, trends on recent contracts for similar supplies or services, survey of potential users, or any other rational basis.
(2) To ensure that the contract is binding, the minimum quantity must be more than a nominal quantity, but it should not exceed the amount that the Government is fairly certain to order.
Because the term " Task Orders" is used, does this imply the requirement to be either a single or multiply award?
Answer 5: The contract will be awarded to a single contractor.
Question 6: Is the government aware that the cost factor for this requirement is based on volume and without a reasonable a min / max in quantity, the government cannot assume or make a
[determine] that it has received the best possible [fair and reasonable] pricing?
Answer 6: The procurement process is a request for proposal. It is a combination of the technical proposal, and the price proposal scores to determine the best value for the state.
Question 7: 4.18 Exhibit A
Tab 4.18 (a) RIGHT- OF -WAY REPORT: Where / How in the price CLIN sheet is pricing to be applied in the pricing sheet / CLINs?
Answer 7: A Right of Way Report is considered a Title Search Report.

Question 8: Tab 4.18 (b) SPECIFIC PURPOSE REPORT: The term, "SPECIFIC PURPOSE REPORT" lacks clarity [patent ambiguity] because it does not define the deliverable of that task, nor does it allow for fair / valid pricing. What is the government "meaning" and deliverable that qualify as a Special Purpose Report?
Answer 8: A specific purpose report is a report that will focus on a particular area affecting the area of interest. For example, a specific purpose report for all dedications found in a particular property’s title history.
Question 9: If the government will not define a "SPECIFIC PURPOSE REPORTs" should the cost be assumed as a time and material CLIN?
Answer 9: The cost is per report requested, not time and materials.
Question 10: Where in the price CLIN sheet does the "cost" for a ... TRUSTEES OF THE INTERNAL
IMPROVEMENT TRUST FUND (T.I.I.T.F.) AND/OR EVERGLADES DRAINAGE
DISTRICT (E.D.D.) RESERVATION REPORT:

AND/OR EVERGLADES DRAINAGE DISTRICT (E.D.D.) RESERVATION REPORT falls under the specific purpose report request.
