Questions and Answers:

The following are answers to questions asked in response to RFQ 70RFP321QEH000006.

Differences between the Q&A responses provided with Amendment 0002 and Amendment 0006 are highlighted in italic red. The answers are provided for information purposes only and do not change the terms and conditions of the solicitation or BPA. Any responses that resulted in changes to the solicitation have been incorporated by amendment to the solicitation.

1. Question (Q): Regarding the OCONUS locations for shipping the Walk Through Metal

Detectors (WTMD), is there a list for reference which (where) they would be? Example, shipping to HI, AK, GU, or PR are all different so getting a list to help identify a fixed price to include shipping cost within the FOB would be extremely helpful. Answer (A): FPS has WTMDs in each of these locations listed above in addition to other locations as indicated in Appendix A (Pg 46 of 79). Specific locations will be provided on Calls issued against the Blanket Purchase Agreement (BPA).

2. Q: What is the schedule for deployment (award date, first deliveries, and all other relevant projected objectives and timelines)? A: The RFQ will result in a Blanket Purchase Agreement (BPA) issued IAW FAR Parts 12 and 13.5. The award of the BPA is expected in mid-May 2021. Deliveries are dependent on the award on Calls issued against the BPA.

Deliveries of WTMD shall be IAW Section XXI – Method of Shipment (pg 40 of 79).

3. Q: When is the acceptance of the CoCs due from Appendix F. A: Information shall be submitted with the vendor’s quote. Please see Amendment 0006.

4. Q: When does the current Contract end? A: The current contract ends on May 22, 2021.

5. Q: Pg 29 of 79. Section III.A.1 – Technical Requirements (Weapons Detection). What are the locations and orientations required specifically or can this be defined by the supplier? A:

Requirement states that at a minimum, items listed in Appendix B, singly and in any multi-weapon combination and disassembled and concealed anywhere on the body in any orientation at normal walk-through speeds, at all walking positions through archway, and with any gait at minimum detection rate of 95%.

6. Q: Pg 29 of 79. Section III.A.2. What material, size, location, orientation and brand should be tested? A: All metals, sizes, location, orientation, and brands of Guns listed in Appendix B;

Bladed weapons, and any other metal-based weapons and objects known to industry to a minimum level of the listed razor blade of typical material and size. Appendix B provides the minimum specification of items that need to be detectable in an any and all metals and size as purchased, as well as in any location, orientation, and assembled or disassembled as per the statement of work in Section 3.

7. Q: Pg 29 of 79. Section III.A.2. What is the material requirement for the knife? A: All metals known to industry. Appendix B provides the minimum specification of items that need to be detectable in an any and all metals independent of its magnetic flux density and size as purchased, as well as in any location, orientation, and assembled or disassembled as per the statement of work in Section 3.

8. Q: Pg 29 of 79. Section III.A.6. What is the funding mechanism and time interval for delivering these possible enhancements? A: To be determined by FPS and Contractor if or when the requirement is required.

9. Q: Pg 29 of 79. Section III.A.6. Is the cost associated with doing this need to be covered in this bid? A: The cost of the development of the accessory and/or development of the necessary system software will not be covered in this bid. FPS will provide additional funding for the purchase of said accessory if it decides to acquire the capability.

10. Q: Pg 31 of 79. Section X.B – Controls (Security Controls). Are external cables considered sensitive components pursuant to item “i”? A: No.

11. Q: Pg 36 of 79. Section VIII.B – Safety (Electrical Safety). Is IEC 61010 an acceptable safety certification in place of UL 1950? A: No

12. Q: Pg 39 of 79. Section XIX – De-installation and Removal of Existing Equipment. Will

DHS provide a list of approved third parties for De-Install and resell? A: The contractor may refer to the Federal Management Regulation, Subchapter B, Part 102.39 for information.

13. Q: Pg 43 of 79. Section XXIV – Training. Is online training acceptable in addition to in-person training? A: No. The availability of on-line training is not a substitute to the required in-person training as outlined in this section.

14. Q: Pg 43 of 79. Section XXV - Unit Identification and Inventory Control. Is it acceptable to replace Sunflower Asset Management Software System (SAMS) with a different asset tracking software? If not, does this restrict the level of competition to one bidder? A: No.

SAMS is an FPS system. FPS is only asking Contractor to provide requested nomenclature information for each machine for tracking in SAMS.

15. Q: Pg 44 of 79. Section XXVII – Contract Deliverables and Section XXVII – Service

Delivery Summary (SDS). What format is required for the deliverables? A: There is no specified format for deliverables. It should be in a format that is commonly acceptable in industry. Examples could include Microsoft Office Suite or Adobe PDF.

16. Q: Pg 30 of 79. Section VI – Bad-Scan Limit / Reset. Would FPS consider elimination the following specification? “WTMD must be reset by the visitor passing back through the WTMD portal or by the operator using a manual reset button accessible only to the operator.”

A: No.

17. Q: Pg 31 of 79. Section XI.A – Controls (Operator Controls). Would FPS consider elimination the following specification? “Access to operator controls must require a key or an electronically read card. Operator controls must include a Power On/Off switch and a detector fault reset button. WTMD should offer a power switch option within 3 feet of the floor. A: No.

18. Q: Pg 32 of 79. Section XI.A – Alarm Indicators / Display (Detection) Would FPS consider elimination the following specification? “The visual alarm must be a flashing (three to five Hz)? A: Remove, “The visual alarm must be a flashing (three to five Hz).” A visual alarm indicating light on the sterile side of the WTMD is the requirement. The alarm must be visible at a distance of 30 ft. Refer to Amendment 0006.
