About this file

This document is a Questions and Answers (Q&A) #2 issued by the Florida Department of Transportation (FDOT) for the DOT-ITB-25-5011-INTS solicitation regarding 2-GB Broadband Internet Service for the District Five District Office. The Q&A addresses vendor inquiries about two potential connection options: Option 1 connecting to the FDOT District Office and Option 2 connecting to 4 FDOT field sites. The document provides specific GPS coordinates for the 4 field locations (ranging from 28°19'34.7"N to 29°15'26.5"N latitude) and clarifies that FDOT dark fiber is not available for vendor use. The department will provide a 1-week extension for bid preparation, with the vendor noting they will need time to survey the locations after receiving the coordinates.

The Q&A reveals key technical details about the network requirements, including a mandatory 2Gbps bandwidth with no minimum bandwidth less than that at the Option 2 sites. The document indicates that all options and sites are part of the FDOT private network, and there are constraints around equipment placement, specifically noting limited space in roadside cabinets. The vendor will likely need to construct fiber drops or vaults adjacent to roadside locations and must provide hardened network interface devices (NIDs) for outdoor environments. While no pricing information is directly discussed in this Q&A, the document suggests complex technical requirements that potential bidders must carefully evaluate before submitting their proposals.

Questions and Answers #2

ADVERTISEMENT NUMBER: DOT-ITB-25-5011-INTS

DESCRIPTION: 2-GB Broadband Internet Service for the District Five District Office

DATE: 3/17/2025

1. The RFP states that there is an option to connect to the FDOT District Office (Option 1) or 4 FDOT sites in the field (Option 2).

a) If we take Option 1, is there existing infrastructure to connect the District office with the 4 FDOT sites? Please clarify how that would work

Answer: All options and sites are part of the FDOT private network..

b) If we take Option 2, we assume that the field office would not have connectivity. Is this correct?

Answer: No

c) Is there a preference for one option over the other?

Answer: No

2. Page 19 B. Option 2- Option 2 states identifies 4 roadside cabinets, Option 2 states there is no room in cabinet for vendor equipment, so DOT is expecting a fiber drop, but there has to be some type of equipment (NID) it would need to be hardened for outside environments. It has to be fiber as this has 2Gig requirement, no current broadband option. If there is not room in the cabinet, we would need to build fiber to our own vault adjacent to the roadside, that would still require power.

Answer: Thank you for the statement

3. Page 19 B. Option 2 - Is there any room in the cabinet for a 1U NID Cienna device and power?

Answer: Refer to ITB, Exhibit “A,” Section “I.B. (Option 2)”

4. Page 19 B. Option 2 - are there any dark fiber path already established to these 4 locations?

Answer: Refer to ITB, Exhibit “A,” Section “I”, FDOT dark fiber is not available for vendor use

5. Is there a minimum bandwidth requirement less than 2Gbps at the Option 2 sites?

Answer: No

6. Page 19 B. Option 2 - Please provide Coordinates for 4 Locations

*Note Once Coordinates are provided, we will need time to survey the locations to provide the proper response – We are requesting a 2 Week extension once the answers to vendor questions are Posted on 3/20.

Answer:

Approximate Location 1 – 28°19'34.7"N 81°33'07.8"W

Approximate Location 2 – 28°27'56.1"N 81°27'52.4"W

Approximate Location 3 – 29°09'26.3"N 81°04'33.7"W

Approximate Location 4 – 29°15'26.5"N 81°07'00.8"W

The Department will provide a 1-week extension, per Addendum 1
