INVITATION FOR BID #10202798
ADDENDUM # 1
ANSWERS TO TECHNICAL QUESTIONS
NOTICE TO PROSPECTIVE BIDDERS
August 22, 2024
To All Prospective Bidders:
1. DWR received the following question(s) for IFB No.10202798, for Equipment Transportation services.
Q1. In the Scope of Work, it states that the Contractor must be located within 50 miles of the San Joaquin Field Division for this event and wanted more clarification. Would we need to use our company owned assets to complete this project, or would we be allowed to source a carrier through our brokerage arm that is located within that 50 mile radius?
A1. Yes, subcontracting is allowed, see Exhibit D, Special Terms and Conditions for Department of Water Resources, section 6. That does not exempt the Contractor from the requirement that the Contractor’s business must be located within a 50 mile radius of the San Joaquin Field Division Operations and Maintenance Center, as stated in the Bidder Minimum Qualifications and in the Scope of work. Proof of the mileage from the Contractor’s address to the San Joaquin Field Division Operations and Maintenance Center is required with the submittal of the bid, see the Bid Checklist, page 16 of the IFB.
Q2. On the bid sheet, page 17 of the IFB, there are 200 pilot car hours, we do not have a pilot car and would need to sub contract that part out. Would the company we choose also have to fill out this paperwork?
A2. No, as the prime bidder you are required to fill out the entire bid, including all sections of the bid sheet. Subcontracting is allowed, see Exhibit D, Special Terms and Conditions for
Department of Water Resources, Section 6.
Q3. On page 4 of the IFB, there is a paragraph that states that we have to have a minimum of 3% DVBE. We would not be able to support that. Would we be able to still bid?
A3. Bidding on this solicitation does require DVBE program requirements, on page 4 of the IFB it states that “Bidders responding to this solicitation must comply with DVBE Program Requirements”. More information regarding the DVBE program and requirements is in Attachment VI (the IFB incorrectly states it is Attachment V, page 4 of IFB). In Attachment VI, section 3, it states “bidders must make a minimum three (3.0%) combined participation commitment to one or more CA-certified DVBE subcontractors”. In Attachment VI, section 4, it states “Failure to fulfill mandatory DVBE requirements will render bids non-responsive and will result in bid rejection”. If you submit your bid without the required DVBE participation your bid will be rejected. You can subcontract to

achieve your DVBE participation with either subcontracting some of the work, or by purchasing supplies needed to perform the contracted services. For assistance with meeting the DVBE program requirements, you can contact the SB/DVBE Program Manager via email SB.DVBE@water.ca.gov, this information is also stated on page 4 of the IFB, paragraph 6.
Q4. Our trucks use trackers and forward facing cameras from Motive, would this be considered a part of the GenAI?
A4. We ask that the bidders complete the form to the best of their ability. GenAI definition:
“The class of AI models that emulate the structure and characteristics of input data in order to generate derived synthetic content. This can include images, videos, audio, text, and other digital content.” (See SAM 4819.2). The Gen AI Reporting and Factsheet is Attachment V, and it is a required document with the submission of the bid. There is more information regarding the Gen AI disclosure in section 7, of Bid Requirements and Information, page 8 of the IFB, and in the second paragraph of Exhibit E, Additional provisions on page 44.
Q5. When is the Bid Due?
A5. The bid is due by 2:00 PM, on September 10, 2024. You can find this information under section C. Bid Requirements and Information, number 1. Bid Key Action Dates.
