About this file
This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) District Five in response to inquiries regarding Invitation to Bid (ITB) DOT-ITB-27-5001-SFMC / ITB-16372 for the purchase of state and federal mitigation bank credits to offset wetland impacts. The ITB addresses nine projects across multiple basins within District Five, with specific projects and their corresponding basin assignments detailed in Exhibit "A" of the solicitation. Bidders seeking additional project information can access individual project details through the Project Finder tool at https://www.cflroads.com/. Responses are due by July 28, 2026 at 9:00 a.m., and all bidders must be registered in Florida's MyFloridaMarketplace system prior to submission. Out-of-state entities must obtain authorization to conduct business in Florida through the Florida Department of State.
A critical requirement established in the Q&A is that mitigation bank credits of the specific type being bid must be released and available for sale at the time of bid submission; prospective bidders are not required to provide all anticipated credits needed but must have the type of credits they are specifically bidding released and available at the time of submittal. The document clarifies credit availability requirements in response to bidder questions regarding whether credits could be released prior to contract award or notice to proceed. Additional guidance indicates that maps showing the nine projects and state basins can assist vendors in understanding geographic distribution and basin-specific credit needs.

ADVERTISEMENT NUMBER: DOT-ITB-27-5001-SFMC / ITB-16372
DESCRIPTION: Purchase of State and Federal Mitigation Credits to Offset Wetland Impacts in District Five
DATE: 7/20/2026
1. Can a map be provided that details the 9 projects that may require wetland credits? These projects are listed in the Bid, and a map (that also shows the State basins) would be helpful to understand the basins that will need to supply credits.
Answer: The nine projects listed in Exhibit “A” of the ITB are followed by the basin name for the project. Additionally, maps can be found by visiting https://www.cflroads.com/ and using the Project Finder to view the individual projects.
2. Please clarify the credit availability requirements for vendors submitting a response to this ITB. Specifically, must state and/or federal mitigation bank credits be released and available for sale/use at the time of bid submission, or is it sufficient that the credits are anticipated to be released prior to contract award or notice to proceed?
Answer: Per Exhibit “A” Section 4, “The mitigation bank must have the type of mitigation credits it is specifically bidding on released and available for sale at the time of the bid.”
The prospective Bidder is not required to be able to provide all of the credits anticipated to be needed, but they must have the type of mitigation credits they are specifically bidding on released and available for sale at the time of the bid submittal.
