Questions & Answers 1-3
1) The RFP section 7.1.2 specifically calls for simulation software supplied by a very specific vendor. The US Government, including US Navy, USCG and Merchant Marine Academy’s utilize simulation software from another vendor that meets the specifications of this contract. Can an alternative simulation software solution be provided?
ANS: No alternative software programs are acceptable. Brand name ECDIS and Buffalo Graphics (BCG) software are required.
2) On Page 6 of the synopsis there is a Microsoft Word Document thumbnail under the heading 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (Feb 2021), but it doesn’t have a link. Is this supposed to be here or link to a document?
ANS: Please see updated FAR Provision 52.212-3, Offeror Representations and Certifications – Commercial Items (May 2024) within the provided RFP Amendment 0001.
3) There are clauses x’d on pages 7-12 that are not listed in the table on page 13-14 and vice versa. Should we assume that one listing takes precedence over the other or that they are all encompassing?
ANS: All clauses listed in full text or by reference (Section 15) are applicable to this requirement. This includes all clauses x’d within FAR Clause 52.212-5.
