About this file
This is a capital expenditure project business case and solicitation notice for the Kenton County Airport Board (KCAB) in Kentucky involving an L3 Harris P25 Radio System Core Replacement. The project scope includes soliciting a contractor via competitive bid process to remove the current radio core and install new core components. The current P25 trunked radio system core, which is approximately 10 years old and exceeds its recommended 7-year lifespan, no longer supports software and security updates. KCAB requires continued replacement to maintain critical emergency and routine communications across all departments and contractors. The solicitation timeline includes questions due by 11:59 pm on February 26, 2026, with answers posted by March 2, 2026 at 11:59 pm, and proposals due by 2:00 pm on March 5, 2026. The project is scheduled for Q2 2026 completion with finalized design and equipment installation phases.
The total project appropriations request is $770,000, consisting of $700,000 for equipment purchase, $70,000 for equipment installation, and $0 contingency. The project is funded through capital expenditure (CAPEX) allocation. Key cost risks include system failure and inoperability if the core is not replaced, as the legacy core is no longer manufactured and replacement parts are increasingly difficult to acquire. Additionally, new Symphony consoles installed at dispatch positions in the Airport Operations Center are incompatible with the current core version, and procurement of used replacement consoles will become progressively more difficult. The project was sponsored by Casey Kinosz, Director of Airport Operations and AOC, with executive approval from Larry Krauter (CEO), Dil Gruffydd (CFO), and Shannon Oldfield (COO), all signed and certified as of February 2, 2026.

P25 Radio System Core Replacement PMWeb #
Current Situation/Background Information
CVGAA currently operates a P25 trunked radio system to ensure effective communication and interoperability across all CVGAA departments and contractors. The radio system core is the heart of the radio system and consists of servers and components that allow the radio system to function. The recommended lifespan of the radio system core is 7 years, and our current radio core is approximately 10 years old. Due to its age, we can no longer provide software and security updates to the system. This project includes replacing the current core with the newest version.
Project Definition
Project Scope: Solicit contractor to replace the radio system core.
Cost is based on a budgetary quote from our current radio maintenance provider.
Business Objectives: Ensure continued, reliable radio communications.
Project Value/ROI: This project is needed to ensure reliability of the CVGAA radio system that is used daily for critical communications during emergencies as well as routine communications.
Organizational Impact
None
Cost
Risk if Not Funded: If the core is not replaced it can lead to a failure resulting in the radio system becoming inoperable. As this core is no longer manufactured, parts will become increasingly difficult to acquire. Also, new symphony consoles that are utilized at each dispatch position in the AOC are no longer compatible with our core version. If a current console would fail, a used symphony console would need to be procured, which will become increasingly difficult to acquire.
