FA283522B0002: Repair (Sustain) Central Plant at Hanscom AFB Questions and Answers #2
21 April 2022
1. Question: The Hanscom AFB Design Guide was developed for conventional design-bid-build delivery method contracts (not design-build). Therefore, much of the process and requirements are not consistent with design-build delivery methods. For example, it requires the DOR to develop construction cost estimates with each design milestone submission. Please clarify how the Design Guide requirements (for the DOR) will be applied to this contract.
Response: Construction Cost Estimates are not required with each Design Milestone Submission. All other Design Guide requirements that are within the scope of the Final Concept Design Analysis will apply. Reference the Hanscom AFB Design Guide, Section I, Paragraph 1.1.2.
2. Question: Please define the number of design deliverables and milestones (e.g., 30%, 65%, 100%, RFC).
Response: Reference the Hanscom AFB Design Guide, Section V, for Design Deliverables.
The Milestones for this project are 35%, 65%, 95%, and 100% Final Design.
3. Question: To expedite the design process and reduce the overall project duration consistent with the contract period defined in the RFP, will the USAF accept multiple phased and prioritized design packages by discrete work elements?
Response: No.
4. Question: Consistent with the defined project duration and to prevent construction delays, will the USAF approve submittals for long-lead equipment prior to the final design completion (e.g., at 30% design acceptance)?
Response: The Government may possibly consider approving submittals at the 65% design acceptance, prior to the Final Design Completion, for long-lead equipment if it is appropriate and the Government determines it to be in its best interest. Reference the Hanscom AFB Design Guide, Section III, Paragraph 3.1.4: “The Government shall retain the right to continue to provide within scope input, to clarify requirements and finalize the concepts up through the sixty five percent (65%) design review.”
5. Question: Considering the required effort for electrical work, will the USAF allow additional planned outages consistent with the time and days identified in the requirements?
Response: Reference the Final Concept Design Analysis, Page 4, Section Phasing. Outside of scheduled outages identified, any additional requested outages will be handled on a necessary and justifiable case by case basis with starting and ending times consistent with scheduled outages.
6. Question: Based on current industry lead-time and availability, just-in-time delivery of equipment is not feasible. Will the USAF provide storage areas for equipment including interior space of the central plant (or other on-site facilities) and exterior yard laydown/staging area(s) near the plant? If yes, please identify the permissible locations/spaces, areas, and any restrictions.
Response: See Final Concept Design Analysis, Appendix I Concept Drawings, Sheet C-200, Keynote 2 for the Contractor Staging Area. No interior space of the Central Plant is available for storage.
