About this file
This Q&A document with floor plans and pictures addresses inquiries from proposers regarding the Badge Security System RFQ for the Oregon Department of Revenue (DOR). The project involves replacing the existing NetAXS access control system across three locations: Bend, Eugene, and Medford. DOR is open to considering various platform options—including browser-based, client/server, and cloud-based systems—during the selection process, provided they are compatible with DOR's operating and network infrastructure. All three locations are connected via wide area network, enabling connection to a single server. The RFQ requires proposers to install new badge readers and electric locking hardware at multiple doors across the three facilities. Site visits are available to assess wiring paths, and DOR has provided floor plans, photographs of existing doors, interior ceiling types (drop tile grid, hard lid, open), and images of existing Honeywell and HID reader styles currently in use. The existing system uses Honeywell and HID readers, with Bend being the only location currently equipped with badge and keypad control entries.
The vendor is responsible for including and installing all required electric locking hardware at the doors in question. Maintenance will be handled through time and material billing rather than a prepaid service plan warranty. While specific model numbers for existing card readers were not available at the time of the Q&A, DOR provided photographic examples from Gresham and Bend locations. The document does not specify cable specifications (AWG, conductor type, or shielding) previously installed at the reader locations. No pricing terms, contract duration, set-asides, or award information is detailed in this Q&A document, as it functions as clarification material for potential bidders rather than a standalone procurement notice.

A few questions for the Badge Security System RFQ:
1. Is your intent to replace NetAXS with a new platform?
- Yes, but we would consider all options by proposers within the selection process that is satisfactory with DOR’s operating and network system.
2. Do you have a preference for browser based platform (rather than client/server software) and/or or a cloud based platform?
3. Is it acceptable to upgrade Access Control Panel to new Cloud Based System?
- Answer to 2-3: We would like to consider all Proposer’s interface platforms and weigh the pros and cons during the selection process.
4. Are all of the locations connected with a wide area network that we could use to connect them to 1 server?
- Yes.
5. Do you have floor plans available for locations that need new readers installed? Pictures of the doors in question and interior ceiling types (drop tile grid, hard lid, open) would also be useful
- Yes
6. Are site visits possible to determine wiring paths for new readers?
- Yes, as needed – But can provide pictures as well.
7. Do you have model numbers (or photos) of the existing Honeywell and HID readers?
- Currently don’t have model numbers but here are a few pictures to show the styles being used (Bend is the only spot with badge and Keypad control entries).
Bend
8. For the new readers would the contractor be responsible for including the electric locking hardware, or would OR DOR take care of that? It is not possible to quote the locking hardware needed without pictures of the doors and existing hardware at a minimum (inside, outside, frame and side of door). Or can electric locking hardware be excluded for now?
- The proposer/vendor would include and install the locking hardware as well.
9. For the “maintenance” requirement, are you requesting a prepaid service plan (where we warranty the entire existing system) or just maintenance service available with time and material billing?
- We generally do a time and materials billing process.
10. Can you provide the model number of the existing card readers?
- Currently don’t have model numbers but here is examples from Gresham and Bend
11. What type of cable is provided at each card reader, awg, conductor and if its shielded?
- Not certain what was used or installed previously.
