Q&A Solicitation 36C26225Q0453
1. "VA GLA has an existing SOC" (PAGE4) but provides no details about its current state, format, or deficiencies that need addressing. Can the government provide a copy of the existing SOC or a summary of its current content, format, and known gaps or issues that the contractor is expected to address?
Answer: The current state of the Statement of Conditions (SOC) is that we have many ongoing construction projects that have penetrated fire rated walls and floors throughout the buildings that are listed on the SOC. The SOC update will consist of physically going through each building to identify compliance with NFPA 101, 2024 and the Joint Commission Life Safety Standards. The Joint Commission developed an electronic tool known as the Statement of Conditions (SOC), available on the Joint Commission Connect extranet site that offers a proactive management approach to building fire safety. Hospitals are required to maintain current Basis Building Information within the
SOC.
The Life Safety Assessment tool is used to evaluate and document Life Safety Code compliance.
The Life Safety Assessment tool ask questions that are directly from NFPA 101, Life Safety Code 2024 and the Joint Commission Life Safety Standards 2025 the contractor shall complete the forms that pertain to Health Care, Business and Residential Board and Care Occupancies.
The contractor is responsible for providing current and accurate drawings with fire safety features and related square footage. The contractor shall identify areas of the buildings that are fully sprinklered, location of hazardous storage areas, locations of all fire-rated barriers, locations of all smoke-rated barriers, sleeping and non-sleeping suite boundaries, including size of identified suites, location of designated smoke compartments, and Equivalencies previously approved by the Joint Commission, summary of deficiencies covered by approved equivalency, and summary of compensating measures for deficiencies.
2. The terms "re-visit, inspect, re-assess, and analyze" (PAGE4) are broad and undefined. It’s unclear whether this involves physical inspections, document review, or both, and what level of detail is required.
Answer: The contractor shall physically inspect all areas of the buildings listed on the Statement of Conditions including stairwells and interstitials spaces and document their findings on the drawings.
The contractor shall provide updated Life Safety Floor Plans for each building on the Statement of Conditions, identifying each of the following features that exist ( or note where required ); exterior exit doors, exit stairs/ramps (exterior or interior ), smoke proof enclosures, horizontal exits, exit passageways, fire barriers, fire compartments, smoke barriers, and linen/trash chutes as well as a legend.
3. Can the government clarify the specific tasks under "re-visit, inspect, re-assess, and analyze"?
Answer: The contractor shall determine the occupancy classification for each building on the Statement of Conditions. Determine if the building is new or existing. Determine occupant load for the buildings to determine the capacity of the means of egress. Determine hazard of contents which is the relative danger of the start and spread of fire, the danger of smoke and gases generated, and the danger of explosion or other occurrence potentially endangering the lives and safety of occupants of the building or structure. Determine if the fire protection systems are following NFPA standards. Determine if the means of egress, corridors, doors in a means of egress, exits, stairs and ramps, rooms, illumination and signage are following NFPA 101, Life Safety Code, 2024. Determine if compartmentation, vertical openings, hazardous areas, windows, walls, ceilings, and floor finishes are following the life Safety Code. Determine if fire alarm system, initiation function, notification function, control function, fire alarm signal to fire department and smoke detection systems are following the Life Safety Code. Determine if fire alarms and sprinklers, sprinklers systems and components, portable fire extinguishers, and fire suppression in kitchens are following the life Safety Code. Determine if draperies and curtains, furniture and mattresses, decorations, linen and trash receptacles, engineered smoke control systems, and portable space heaters are following the Life Safety Code.
The contractor shall address all applicable NFPA 101, Life Safety Code 2024 and Joint Commission 2025 Life Safety and Environment of Care standards for the buildings listed on the Statement of Conditions.
4. Does this include on-site physical inspections of all listed buildings, or is it limited to a desk review of existing documentation?
Answer: The contractor shall conduct a physical inspection of all buildings on the Statement of Conditions.
5. What depth of analysis is expected (e.g., narrative updates, detailed deficiency reports, compliance checklists)?
Answer: The contractor shall conduct a physical site survey of all buildings on the Statement of Conditions and provide

Answer: The contractor shall develop deficiency drawings that shall identify on the floor plans, the defined locations of all actual deficiencies observed. Each deficiency shall be labeled on the floor plan with a number which shall correspond to a number on a detailed deficiency report.
Deficiencies relating to fire-rated doors, exit signs, vertical openings, portable fire extinguishers, fire alarm, pull stations, audible/visual appliances, means of egress, dead end corridor issues, travel distance, and hazardous areas shall be identified.
The contractor shall develop deficiency drawings for the interstitial spaces and the floors in Building 500.
The contractor shall provide two binders with CD-R to the VA with the following by tabs: Resumes, Basic Building Information, Joint Commission Life Safety Assessment forms, Equivalencies, Life Safety Drawings, Life Safety Deficiency Chart, Life Safety Deficiency Drawings, Life Safety Deficiency Photographs, Interstitial Drawings, Interstitial Deficiency Drawings, Interstitial Deficiency Chart, Interstitial Deficiency Photographs, Penetration Drawings, Penetrations Deficiency Chart, Penetration Deficiency Photographs.
7. Are there any mandatory sections, data formats, or integration with VA systems?
Answer: Electronic Documents. Two copies of the Life Safety Plan Drawings “D” size. Two copies of the Deficiency Drawings “D” size. Two copies of the Deficiency Report. AutoCAD 2025.
