About this file
This document is a Question and Answer Set #1 for RFP #2025-579-CDII for CPHS IRB Consulting Services issued by CalHHS (California Health and Human Services) on May 19, 2025. The RFP seeks consulting services for the California Public Health Services (CPHS) Institutional Review Board (IRB), with work primarily performed remotely but with occasional in-person meetings at 1215 O Street in Sacramento. The contract anticipates 1-4 meetings per month, primarily remote, with tasks including reviewing IRB policies, developing an IRB roster tool, and knowledge transfer to up to four CPHS team members. The solicitation requires bidders to submit a 6-page narrative response including work samples relevant to the statement of work.
There is no incumbent contractor currently performing similar services for CPHS. The RFP emphasizes flexibility in service delivery, with the potential to refine meeting estimates and knowledge transfer approaches during the kick-off meeting. The CalHHS CPHS expects a static tool like a Microsoft Word or Excel file for the IRB roster and prefers direct employee training or train-the-trainer approaches for knowledge transfer. Work can be predominantly performed off-site, with minimal on-site requirements, indicating a preference for remote consulting services.
