About this file
This document is a Questions and Answers (Q&A) file related to a research project on Technological Fluency (TF) for the U.S. Army Research Institute (ARI). The Q&A clarifies key aspects of a potential research opportunity, specifically addressing whether proposers can suggest innovative approaches to expanding the current TF model. ARI indicates that while current work focuses on individual-level technological fluency, they are seeking proposals that include meso and macro organizational and contextual factors impacting TF in the Army.
The document explicitly states that ARI does not have a preferred methodological approach, allowing potential researchers flexibility in their proposed research design (qualitative, quantitative, survey, or observational). Additionally, the Q&A notes that no previous ARI-funded work has examined organizational or contextual factors affecting technological fluency, suggesting this is a novel research area with potential for significant contribution to understanding technological adaptation within military organizational structures.

Impacts of Organizational and Contextual Factors on Technological Fluency: Model Expansion
Questions and Answers
Is ARI looking to validate previous work, or can we propose innovative approaches?
You can propose innovative approaches. The current TF model is focused on the individual. The intent of this effort is to expand the current model to include meso and macro organizational and contextual factors that impact TF in the Army.
Does ARI have a preferred methodological approach (e.g., qualitative vs. quantitative, survey vs.
observational) when it comes to collecting and synthesizing the results? Or is the intent to let offerors propose what best fits the model expansion?
We do not have a preferred methodological approach.
Is there a way to review findings or better understand the prior scope?
Ongoing work is focused on the individual. No other ARI funded work has looked at organizational or contextual factors impacting TF.
