Department of State Bureau of African Affairs (AF)
NOFO SFOP0008237
July 22, 2021 Strengthen Partnerships Against Violent Extremism in Kollo: Q and A
Question 1: The NOFO says, “Although the GoN, in partnership with the US Government and others, has already implemented interventions in Diffa and Tillaberi regions, the Kollo corridor, near Niamey, is seen as an opportunity to conduct preventative VE measures.” While Kollo Commune is outside of Niamey, Kollo Department surrounds Niamey. Can Bureau of African Affairs confirm which specific geographic areas are meant to be included in the proposed activities referenced in the NOFO as the “Kollo Corridor?”
Response: The Kollo Corridor in reference is the area running along the National Road 6, moving WSW towards ENE into Niamey. The communes and areas of intervention will be selected in consultation in Bureau of African Affairs.
Question 2: The NOFO provides some details about what a cooperative agreement entails, to include identifying communes in Kollo for programming and key government officials to engage with. Should applicants include information in the proposal that details these locations and individuals or should applicants leave this open for future discussions with Bureau of African Affairs?
Response: Identifying communes and officials will be discussed with the winning applicant; however, if applicants have well established contacts and proposed communes to work in, they are welcome in the proposal.
Question 3: On page 14 (under Project Monitoring and Evaluation), the NOFO specifies that the M&E Plan should include a logical framework. Can Bureau of African Affairs confirm that the logic model PDF provided on SAMS Domestic should be used and whether it is included in the 20-page limit?
Response: Applicants should use the template found on grants.gov. This does not count toward the 20-page limit.
Question 4: On page 2, the PSI states, “performance monitoring plan should be included as an attachment that does not count towards the 20 pages”. Later, in page 2 under section 8. Attachments, c) Project Monitoring Plan (PMP) is listed as a mandatory attachment. Can Bureau of African Affairs please confirm the performance monitoring plan and project monitoring plan (PMP) are the same attachment requirement?
Response: The Performance Monitoring Plan and the Project Monitoring plan are the same attachment requirements.
Question 5: Can Bureau of African Affairs please confirm that applicants must use the Log frame template attached to the solicitation in grants.gov? Does the Log frame count toward the total attachment page limit (5-10 pages)?
Response: Applicants must use the Log Frame template attached to the solicitation in grants.gov. This does not count towards the page limit.
Question 6: On page 2, the PSI states, “e) Management Plan narrative (Note: roles and responsibilities of any key personnel should be included as an attachment that does not count towards the 20 pages, as described in the Proposal Submission Instructions)”. Later, in page 2 under section 8 Attachments the Management Plan narrative is not listed. Can Bureau of African Affairs please confirm that mandatory attachment a) Roles and Responsibilities along with the names of Key personnel and b) Timelines/Schedule of Activities, are the same thing as the Management Plan narrative?
Response: The management plan narrative should be included in the proposal narrative to describe how the applicant intends to manage the project. The referenced attachment is the “Roles and Responsibilities”, as listed in section 8 and should outline the roles and responsibilities of staff, as well as naming any key personnel. The timelines/schedule of activities is a separate attachment.
Question 7: On page 2, the PSI lists, “d) Detailed Budget Narrative” as one of the four mandatory attachments. Can Bureau of African Affairs confirm if the Detailed Budget Narrative is included within the 5 -10 pages limit? Is there a specific page limit for the Budget Narrative?
Response: There is no page limit for the budget narrative.
