About this file

This document is a Questions and Answers addendum (Amendment 0001) for Air Force Solicitation FA520926Q0017, last updated May 4, 2026. The Q&A addresses contractor inquiries regarding a water systems assessment project at military installations.

Key clarifications include: existing water system information (GIS/CAD data, distribution maps, process flow diagrams) and water quality monitoring records will be provided only to the awarded contractor after the bidding process, though the COR has added supplemental information in Appendix B to assist with distribution system size estimates. Translation services will not be required, as the Contracting Officer's Representative (COR) will accompany site visits and provide translation as needed. Restricted access applies to certain U.S. facilities, particularly ammunition depots; the COR will coordinate prior clearance, and contractors must provide copies of passports, vehicle insurance, and related documentation. Regarding past performance evaluation, only work performed as a prime contractor will be accepted under paragraph 2.1.4.1.1 (which was revised in the PWS), though field inspector experience as a subcontractor is acceptable under paragraph 2.1.4.1.2. The solicitation incorporates DFARS clause 252.225-7976 regarding Contractor Personnel Performing in Japan; U.S. vendors must utilize the Synchronized Predeployment and Operational Tracker (SPOT) web-based system to account for all Status of Forces Agreement (SOFA)-covered contractor personnel performing under this contract.

Questions and Answers for

Questions Government Answers

Amendment Number: 0001

Can the Government confirm if there are existing information on the water systems (e.g. GIS/CAD data, water distribution maps, process flow diagrams), relevant utility studies or previous sanitary surveys available for each of the installation included in the PWS?

No. The information of distribution systems will be provided after bidding process only for nominated contractor. However, COR added additional information at Appendix B just to help estimate the size of distribution systems.

Are there available water quality or monitoring data for each of the installations in the PWS?

Water quality and monitoring records will be provided after bidding process only for awardee. 2

Will the Government consider the work we performed as a subcontractor to be part of our past performance information for this requirement?

para 2.1.4.1.1: No. Only Past Performances as the Prime Contractor will be accepted. 2.1.4.1.1. on PWS is revised.

para 2.1.4.1.2: Yes. Field Inspector's experiences as the subcontractor will be accepted.

Will translation services be needed to review water system information or conduct interviews with the operators?

No. COR will accompany to site visit and translate as necessary.

Do any sites have restricted access that will require additional clearance or coordination with additional site sponsors?

Yes. Access to U.S. facilities is restricted especially at ammunition depot. COR supports this matter prior to site visit. Contractor needs to provide a copy of passport, vehicle insurance, etc.

This is not questioned by any of offerors. While no offerors have questioned this requirement, it is critical for all parties to note that the solicitation incorporates DFARS clause 252.225-7976 Contractor Personnel Performing in Japan (DEVIATION 2018-O0019). Most notably, offerors must utilize the Synchronized Predeployment and Operational Tracker (SPOT) web-based system (or its successor) to account for all SOFA-covered contractor personnel performing in Japan under this contract (reference:

https://www.acq.osd.mil/dpap/policy/policyvault/USA002186-18- DPC.pdf). SPOT is required for U.S. vendor only.
