About this file

This is a Question and Answer document issued by the Michigan Department of Health and Human Services Bureau of Grants and Purchasing for RFP 190000000546 regarding Hospital & Healthcare Services for the Center for Forensic Psychiatry. The document addresses clarifications on anticipated medical services and contractor requirements for patient admission and service delivery. Specifically, the Q&A defines the Adult Day Surgery Unit (ADSU) as item number 39 in the list of anticipated medical services and provides guidance on insurance preauthorization procedures that contractors must follow prior to admitting patients for inpatient services, scheduling outpatient surgeries, or ordering outpatient service sessions, except in cases of emergency admissions.

The document clarifies that contractors must verify patient insurance coverage and authorization through electronic communication with third-party payors according to each payor's specified procedures. This verification process must occur before any inpatient admission, outpatient appointment, or surgical procedure can be scheduled or initiated. The responses indicate that electronic communication methods should be coordinated directly with the relevant third-party payor to ensure compliance with insurance preauthorization requirements.
