About this file

This document is a Question and Answer (Q&A) document for Request for Proposal (RFP) 190000000546 issued by the Michigan Department of Health and Human Services Bureau of Grants and Purchasing, specifically related to Hospital & Healthcare Services for the Center for Forensic Psychiatry. The Q&A provides clarification on two key points within the procurement document, specifically addressing anticipated medical services and insurance preauthorization requirements for patient admissions and procedures.

The Q&A clarifies that item number 39 in the medical services list refers to the Adult Day Surgery Unit (ADSU) and elaborates on the contractor's responsibilities for insurance verification. The document requires that contractors conduct preauthorization and consultative reviews through online electronic communication methods prior to patient admissions, outpatient surgeries, or service scheduling, with the exception of emergency admissions. This verification process involves electronically confirming patient insurance coverage and procedure eligibility with third-party payors before rendering medical services.

Q1. In the list of anticipated medical services, can you define item number 39. ADSU?

A1. Adult Day Surgery Unit

Q2. This section states "The Contractor must conduct an insurance preauthorization and/or consultative review of the patient through on-line electronic communication methods prior to admitting a patient for inpatient services, scheduling outpatient surgery, or ordering a session for outpatient services, with the exception of emergency admissions." Can you please provide further clarification and/or an example of on-line electronic communication methods required?

A2.
