About this file
This document is a Questions and Answers (Q&A) file for a Non-Tactical Vehicle (NTV) rental solicitation for locations in Korea, specifically Osan and Gimhae. The Q&A addresses vehicle specifications and provides clarification on equipment substitutions for the solicitation (W90VN925RA0430001) issued by the Department of the Army Materiel Command Army Contracting Command.
The Q&A resolves two key vendor inquiries: (1) confirming that an 11-passenger Hyundai Staria van can be substituted for the originally specified 12-passenger van due to discontinuation of the 12-passenger model, and (2) allowing vendors to swap the proposed vehicle with an equivalent model on the delivery date if the original model becomes unavailable, provided the replacement meets the same specifications. These clarifications provide flexibility for contractors in meeting the vehicle rental requirements while ensuring the core functionality of the requested vehicles is maintained.

Questions and Answers for NTV rental from Contractors
1. The solicitation specifies a 12-passenger van. While 12-passenger Hyundai Starex models still exist in the market, they were officially discontinued as of 2020 and are now extremely difficult to obtain.
In this context, would it be acceptable to propose an 11-passenger Staria van as a substitute, given the limited availability of 12-passenger vehicles?
Yes, it is ok to swap 12 pax van with 11 pax van requirement
2. Would it be permissible to substitute it with an equivalent model (e.g., a Hyundai Avante) at the time of delivery in case the originally proposed model is not available, provided the replacement meets the same specifications?
Yes, it is ok to swap with equal available model size on the day of delivery.
