About this file

This document is a Questions and Answers (Q&A) file for a Telephone Answering Service Pollution Emergency Alerting System (PEAS) Request for Proposal #190000001368 issued by the Department of Environmental Quality (DEQ). The solicitation seeks a contractor to provide telephone answering services for pollution emergency reporting, with an anticipated contract to replace the current service provider AMBS Call Center. The contract involves handling incoming pollution-related calls, with historical data showing an average of 54 calls in 2018, peaking at 113 calls, with an average call length of 8 minutes. The contract requires the winning vendor to have 24-hour internet access, utilize a third-party online form/database (GoFORMZ), and attend an annual face-to-face meeting in Lansing, Michigan.

The current vendor, AMBS Call Center, is paid an average of $454 per month, with call volumes typically higher during summer months. The RFP does not specify location requirements or provide vendor preferences, and there are no multilingual staffing mandates. The DEQ has not disclosed the project budget and is seeking to establish a new contract to stabilize pricing and ensure service requirements are met. The solicitation indicates that a previous contract existed several years ago but has been expired, and the current RFP aims to re-establish a consistent service arrangement for pollution emergency reporting and response.
