About this file
This document is a Question and Answer (Q&A) related to an Invitation to Bid (ITB) issued by the Florida Department of Juvenile Justice (DJJ) for Trucking Services (ITB-02948 or DJJ ITB-022-003). The ITB requests that the Contractor provide secure statewide trucking services to transport juvenile records from warehouses to locations in Orlando and Tallahassee, Florida. The Q&A addresses questions regarding the experience requirement of 5 years in business, as well as the CDL licensing requirements for drivers, which are only mandatory for trucks that legally require a CDL per the Florida Department of Transportation.
The contract is for the state of Florida, specifically the jurisdictions of Leon County and the City of Tallahassee. Pricing terms, set-asides, incumbent information, funding sources, and other salient details were not provided in the Q&A document.

Questions and Answers
Question: Is the five-years in business requirement a hard requirement or is it flexible?
Answer: At this time, it is not flexible. Pending on bid responses, if there is a lack of bids from vendors with the required experience, a new Invitation to Bid may be issued adjusting the experience requirement.
Question: In each bid, it states, "The Contractor’s drivers, as required by law, shall have a valid CDL license." However, for the straight trucks, CDLs are not required by the Florida Department of Transportation (DOT) unless they are over a certain weight limit. Is mandatory CDL licensing a requirement for all drivers participating in this contract?
Answer: The CDL requirement is only for drivers of trucks that DOT requires a CDL for. The requirement does not apply to vehicles or trucks that do not require a CDL.
